Background:

Welthungerhilfe (WHH) is a private, non-profit-making, politically independent and non-denominational relief organization, which supports people living in deprivation and poverty, irrespective of the color of their skin, their religious beliefs or their worldview.

 

WHH receives funds from its donors for its projects. Whenever necessary funds are provided the duration of the announced post may be extended, if enough fund cannot be found, the activities will stop completely or partially before the envisaged date and the employment contract shall be terminated.

 

Responsibilities of the Field Officer:

As part of the project team, the Field Officer will have to fulfil following tasks and responsibilities:

 

Duties & Responsibilities

  • Case Management

    • Works in accordance with the general objectives and principles of the project
    • Follows all the rules that must be followed within the scope of house visits and act as necessary for the proper representation of the organization.
    • Accurately and completely follow the necessary processes to develop efficient and measurable protection
    • Determines the needs of the beneficiaries accurately and evaluates them in detail in order to establish a correct follow-up plan.
    • Implements case management stages in a timely manner to ensure that case follow-up is finalized.
    • Evaluates, guides, and accompanies beneficiaries who need physical /mental health treatment/ support in accordance with specialized services.
    • Reviews all case assessments with the Protection Expert and Project Officer
    • Evaluates the beneficiaries’ satisfaction through open communication and monitoring tools.

    • Carries out individual case management/Special Needs Fund (SNF) plans of refugee & host community clients as part of the Case Management/SNF program, and coordinates closely with the Case Management Officer or other relevant staff for each case
    • Communicates with service providers to ensure effective and appropriate interventions and follow-up, including for accompaniment to hospitals, service points etc.
    • Communicates with partner organizations as needed, to ensure beneficiaries are referred and supported in a timely and appropriate manner
  • Reporting and Recording

    • Reports all processes regularly to Project Officer
    • Collects all necessary beneficiary documentation and maintains an orderly system for each case
    • Makes sure of accurately entering the correct data under the guidance of the relevant personnel for the correct reporting of the project
    • Provides regular and accurate data for reporting on project activities as required
    • Reports protection gaps/ or any other related humanitarian gaps and trends pro-actively
    • Supports tests questionnaires in the field and providing feedback for modification
    • Supports in preparation of survey questionnaires relating to the project's activities.
    • Conducts data collection using assessments and post-service monitoring e.g. on the household satisfaction and utilization of assistance provided
  • Coordination & Collaboration

    • Works in coordination with teammates
    • Supports other team members to be sensitive with the related sensitivies.
    • Supports the entire team in the exchange of experiences related to IPA/Case Management with other case workers and to evaluate cases with Project Officer and Protection Expert.
    • Supports the Head of Project/ Project Officer/Protection Expert in planning for projects related to relevant activities of the project.
    • Communicates with partner organizations as needed, to ensure beneficiaries are referred and supported in a timely and appropriate manner  
    • Communicates with service providers to ensure effective and appropriate interventions and follow-up.
    • Carries out household visits for the different project components if needed
    • Establishing and maintaining close links between staff, beneficiaries and partner organizations
    • Works closely with other related colleagues to ensure additional needs are identified and followed up on. 
    • In addition to the above-mentioned responsibilities, the field officer might be asked to carry out other duties requested by the Project Officer & Head of Project
  • Behavior and Ethics
    • Being a positive outlook and treats refugee and host community beneficiaries in a polite, professional manner
    • Acts in accordance with the privacy of the beneficiary
    • Respects confidentiality and the rights of the beneficiaries at all times
    • Ensures that the project runs in a healthy manner in cooperation with all personnel
    • Avoids any kind of behaviour and attitude in which the beneficiaries and personnel may be physically or physically damaged

 Experience and Qualification:

  • Education

    • Bachelor’s Degree in a relevant field (department of social service, sociology, social sciences etc.)
  • Working Experience
    • 2 years experience (professional / volunteer) in a non-profit organization, preferably humanitarian area.
    • At least 1 year of working experience in a similar position.
    • Experience with case management protocols
    • Knowledge of protection and key protection concerns
    • Strong report writing and documentation skills
    • Fluency in Arabic, Turkish, written and spoken and good English knowledge.
    • Good computer skills (Word, Excel, Power Point, Outlook)
  • Personal Requirements

    • Follows a context-sensitive approach
    • Multitasking.
    • Good communication skills
    • Confident and self-assured personality
    • To be able and willing to interact with refugee communities in a friendly and open manner
    • Good attention to detail
    • Ability to integrate in a multicultural team
  • No military service liability for male candidates until March 2021.
  • Turkish nationality is a must.
