The External/Beneficiary Relations Officer will contribute to strengthening relationships with local authorities, municipalities, international/local organizations, other stakeholders, and also with beneficiaries in alignment with the programmatic priorities set by AAR Japan. The job holder will also conduct information gathering and analysis to improve the overall understanding of the humanitarian context and available services in the areas of operation, which will contribute to an effective and efficient implementation of the projects.

SCOPE OF ROLE:

Responsibilities

External Liaison

  • Service mapping: Develop and update service mapping on regular basis and responsible for briefing detailed service information with office’s departments on monthly basis and wherever required. 
  • Cultivate new relationships with external actors: Make contact (and meet) with external actors including local institutions (public and private),  governmental entities (including municipalities), (i)NGOs including services for Turkish citizens as well as refugee populations with HoO and Technical Manager (TM). 
  • Ensure referral quality: Under the supervision of  HOO, create and maintain referral pathways for people of concern with the external actors including UN agencies.
  • Focal role of referral: Ensure functional referral mechanism with other stakeholders, conduct screening, quality checks of submitted referral forms to AAR Japan and from AAR Japan to other actors. This includes resettlement liaison with UNHCR.
  • Coordination of high-risk referral: Upon the reception of a high-risk referral, share information and make a plan with Head of Office, relevant Officers, and Technical Manager.
  • Follow-up of external referral: update information on cases of referral-out and referral-in by making contact with concerned organizations. 
  • Represent AAR Japan field office in all relevant working and sub-working groups with a consultation to Head of office and Technical Manager.

 

Work as a part of AAR Japan Team

  • Try to find and suggest possible service providers meet the needs of each client of other teams such as Case Management and Psychosocial Support
  • Ensure Effectively and timely share information from other organizations and WG discussion with other teams, HoO and TM;
  • Maintain tracking system of referral-out and referral-in to record, share, and report it in a timely manner to relevant teams and management team.
  • Report and discuss with HOO and Program Managers on External/Beneficiaries Relation team activities and challenges on monthly basis

Work as supervisor of team members

  • Provide day-to-day supervision and on-demand task support to Beneficiaries Relations team on information dissemination and office hotline-related activities.
  • Responsible for briefing Beneficiries’ Relation team on all available services for refugees in the respective project location.

  •  Ensure that the Beneficiaries Relation team is equipped with information and able to respond to refugees’ inquiries on services.

Qualification & Requirements

Essential:

  • Bachelor degree in, social work, psychology, sociology, (international) development study, or any in relevant field of education
  • At least 2 years of professional experience including at least 1 year in a relevant field
  • Ability to speak and write English and Turkish fluently
  • Turkish Citizenship
  • Experience/ability to influence/ collaboratively work with internal and external stakeholders such as Muhtars, public services, and INGOs
  • Experience/ability in report writing including strong computer skills 
  • Ability to work collaboratively within a team and effective information sharing 
  • Excellent personal organizational skills, including time management, and ability to meet deadlines and work under pressure.
  • Ability to show self-motivated and able to work closely with managers and implementation staff as needed to work collaboratively with colleagues

Desirable

  • Master degree in relevant field of education
  • Ability to speak and write Kurdish or Arabic
  • Ability to create vision and strategy and to inspire people to follow his/her leadership
