JOB ADVERTISEMENT – HR Officer

ROLE PURPOSE: 

The Human Resources (HR) Officer is responsible for providing comprehensive support and coordination across the full range of HR processes within the Save the Children Türkiye Country Office. Working closely with the HR and Administration (HRAD) team, line managers, and relevant stakeholders, the HR Officer plays a key role in ensuring the effective delivery of HR services, including recruitment, onboarding, personnel administration, learning and development, and staff wellbeing.

This position contributes to the implementation of HR and administrative initiatives that are aligned with the organization’s strategic priorities and values. The HR Officer will ensure compliance with internal policies, local labor laws, and global standards, while supporting the development of a positive, inclusive, and high-performing workplace culture.

KEY AREAS OF ACCOUNTABILITY:

Recruitment and Selection

  • Prepare and post internal and external vacancy announcements using Save the Children International formats for all approved recruitments.
  • Manage national recruitment processes in collaboration with hiring managers, providing HR guidance to ensure transparency and compliance with SCI’s recruitment policies and procedures.
  • Ensure complete and up-to-date documentation of all recruitment files in alignment with SCI standards.
  • Source qualified candidates using diverse methods, including job platforms, internal databases, employee referrals, career fairs, social media, and cold outreach.
  • Serve as the focal point for SCI’s Human Resources Information Systems, including Oracle and Employee Relations platforms.
  • Provide timely and accurate data inputs for regional HR reports, including recruitment updates and staff list revisions.
  • Support onboarding by coordinating orientation processes for new hires, ensuring timely integration into the organization.

Personnel Management and File Administration

  • Ensures that all staff have a complete personnel file created within one week of joining.Maintains up-to-date and compliant personnel files, ensuring confidentiality and access only by authorized HR team members.
  • Administers contract management processes including the preparation and tracking of contracts, amendments, and extensions.
  • Supports annual holiday and leave planning in coordination with the HR Administration Coordinator to ensure adequate operational coverage.

Onboarding and Offboarding

  • Supports the development and execution of induction plans using SCI Turkey Country Office (TCO) tools.
  • Maintains and updates onboarding and offboarding trackers.
  • Facilitates and monitors the staff exit process, including coordination with Supply Chain for asset return and documentation finalization.
  • Conducts or organizes exit interviews with national staff and documents insights for organizational learning.
  • Presents and explains contract terms and internal regulations to new hires, ensuring understanding of rights and obligations in compliance with local labor laws.

Learning & Development and Staff Wellbeing

  • Assists the HR and Administration Director in promoting a learning culture and supporting capacity-building across teams, individuals, and partners.
  • Supports the HR Administration Coordinator in preparing learning and development plans based on assessed individual and organizational needs.
  • Delivers HR-related trainings, particularly on HR systems and procedures.
  • Implements components of the staff wellbeing plan and supports related initiatives.
  • Contributes to the design and administration of staff wellbeing surveys, and ensures analysis and reporting to the Senior Management Team.

Payroll and Benefits Administration

  • Collects and verifies all necessary data for monthly payroll processing in line with SCI procedures and national labor law.
  • Coordinates payroll approvals and final submissions with the Finance Department and relevant stakeholders.
  • Maintains accurate payroll records and ensures confidentiality.
  • Follows up on legal obligations related to employee benefits, including the Individual Pension System (Bireysel Emeklilik Sistemi – BES), ensuring timely contribution submissions.
  • Acts as the primary contact for staff queries related to payroll and benefits, providing accurate and confidential support.

Other

  • Any other duties as assigned by line manager or the designate
  • Act as a natural safeguarding focal point and carry over safeguarding related responsibilities as requested
  • Position holder may be required to outside of normal duties and working hours during emergency responses.
  • Being back up of Admin Officer in Istanbul where s/he is absent.

QUALIFICATIONS AND EXPERIENCE AND SKILLS

Essential

  • A Bachelor’s degree in Human Resource Management and/or Business Administration or any other relevant discipline
  • Fluent in both written and spoken English and Turkish.
  • Ability to build relationships quickly with a wide variety of people, both internally and externally
  • Demonstrated excellent skills in planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities;
  • Proven operational HR or Admin experience of providing a generalist HR and Admin service to staff and colleagues across a full range of HR and Admin issues
  • Excellent attention to detail and accuracy.
  • Cultural sensitive, with proven interpersonal and communication skills and ability to communicate across diverse cultures and geographical distances
  • Ability to collaborate and work effectively in partnership with others
  • Good Computer skills working with MS Office Packages especially Word, Excel and Powerpoint
  • Strong interpersonal and communication skills.
  • Ability to work with limited supervision and strong ability to take initiative.
  • Good facilitation skills and ability to deliver induction briefing/training
  • Able to work to tight deadlines and under pressure.
  • Excellent team player.
  • Experience in working with INGOs will be an asset

 

Position holder will be based in Istanbul, therefore legal right to work in Türkiye is necessary at the time of application.
