About the job

Overall purpose of the role: This role will be responsible for shaping and implementing DRC Türkiye’s Advocacy and Communications strategies. This will include being responsible for:  i) Research and analysis, aiming at generating evidence that is aligned with DRC’s strategic direction, and can directly feed into DRC’s advocacy positioning and communications priorities; ii) Acting as DRC’s advocacy focal point, and implementing the advocacy strategy with support of the Regional Advocacy Coordinator and supporting DRC’s advocacy in country and at the regional level; iii) Ensuring compliance with donor visibility and reporting requirements. Implementation of the above should take into consideration DRC’s localization and partner-led implementation. This will involve a component of capacity development, monitoring and oversight of partners in relation to data collection, communication and visibility as well as advocacy.

Geographic Scope: Country (Türkiye)

The role is based in DRC Türkiye Country Office (Adana). However, regular travel to DRC areas of operation is expected (Kilis, Sanliurfa, Kahramanmaras and Hatay), as well as to partner locations including Istanbul and Ankara and occasionally international.

 

Duties and Responsibilities:

Protection Monitoring and Research

  • Co-lead the protection monitoring programme including developing data collection tools in consultation and with the participation of partner organisations, conducting trainings and mentoring as required to partner field staff and agreeing on the methodological approach (sample size, frequency of data collection etc), and quality assurance.
  • Analyze data from protection monitoring, and draft narrative research reports using KoboToolbox, qualitative analysis software (e.g., MAXQDA) and PowerBI
  • Be responsible for responding to ad hoc requests for information/analysis using DRC protection monitoring data or other research data.
  • Through continued consultation with relevant field staff and DRC’s local partner organizations as well as Turkish and international media, stay abreast of key contextual developments that have an impact on DRC’s programming in Türkiye and provide ongoing analysis and updates on key issues.
  • Lead on conducting KII interviews to support field-level data.
  • With support from the Protection and Economic Recovery Coordinators, suggest program and advocacy recommendations based on research findings;
  • Present reports internally and with partners who participated, including briefings on findings, recommendations and trends.

Advocacy

  • Under the guidance of the Regional Advocacy Coordinator, Head of Programme, and Country Director, develop and implement the advocacy strategy
  • Develop talking points, topline messaging and one-pagers on DRC positioning on priority topics/thematic areas and other ad hoc advocacy products.
  • Keep track of stakeholder engagement by the CO and coordinate with RO and EU level advocacy staff to support the engagements
  • Use DRC protection monitoring data and other available research data to ensure advocacy messages are based on evidence and to raise emerging trends of concern that may have specific relevancy for advocacy.
  • Map out and connect with other advocacy actors in Türkiye and participate in ad-hoc joint initiatives as relevant.
  • Support partners/provide capacity development to partners on advocacy related topics as required and with the support of the Regional Advocacy Coordinator.
  • Maintain regular contact with RO Advocacy Coordinator, and share/exchange relevant information that can be used at the regional level to push key agenda items relevant to Türkiye, and when necessary, ensure advocacy products are signed-off according to DRCs international sign-off procedures.
  • Support project development cycles by, including but not limited to, providing contextual analysis and insights and designing evidence-based advocacy components

Coordination and Representation

  • Take part in advocacy-related fora in the country and in the region and ensure the representation of DRC in coordination with CO leadership
  • Actively participate in relevant research/protection monitoring/advocacy initiatives including support to data collection, feedback/inputs on documents and DRC positioning.
  • Liaise with key UN, NGO and other stakeholders in country to ensure DRC has up to date information on the humanitarian situation

Communications and Visibility

  • Provide strategic direction, technical guidance, and final quality assurance for all communications and visibility activities, ensuring consistency with DRC guidelines and donor requirements, in all stages of project cycle.

 

About you

To be successful in this role we expect you to have graduate degree in political science, international development, economics or another relevant field.

Moreover, we also expect the following:

Required

  • Minimum 3 years of practical experience in research/analysis and advocacy functions; experience in an I/NGO in a humanitarian setting an asset.
  • Excellent qualitative analysis and report-writing skills
  • Experience in influencing and advocacy work including lobbying, policy development and information provision in humanitarian issues
  • Excellent knowledge of mixed-method research methodologies, experience in research design and roll-out, including experience in designing data collection tools
  • Effective verbal communication and presentation skills
  • Proven experience in capacity building of teams, including development of training materials
  • Confident and decisive leadership, ability to work independently as well as cooperatively with team members
  • Proficiency in MS Office, KoboToolbox, qualitative analysis software (e.g., MAXQDA), PowerBI; working knowledge of quantitative analysis software such as R desirable
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently as well as cooperatively with team members
  • Full professional proficiency (written and verbal) in English and Turkish
  • Knowledge of Arabic an asset

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for nationals.
