Medecins du Monde Turkey (MDM-T) / Dünya Doktorları Dernegi (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty, and exclusion.

Our organization collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of displaced population.

DDD is the 16th member of the Doctors of the World International Network that is committed to meeting the health needs of vulnerable people globally.

Mission
Since 2015, DDD implements programs in both Turkey and Syria providing refugee and IDP communities with free access to healthcare services. DDD works with a range of humanitarian professionals and technical experts to provide Primary Healthcare (PHC), Mental Health and Psychosocial Support (MHPSS)services as well as sexual and reproductive health (SRH).

Since the beginning of the Syrian and Iraqi crises, Turkey has become a host to over 3 million refugees, migrants and asylum seekers which led to an increasing demand for health services. In this context, DDD’s interventions aim to assist local public health systems in providing and improving access to health and health related services to vulnerable populations among refugees and migrants in Turkey, specifically in Hatay, Izmir and Istanbul. In Syria, DDD runs health facilities in Idlib and Afrin provinces to deliver health-related services to IDPs.

Hierarchical & Functional links
Based in Hatay, in Turkey, team leader reports directly to the Field Manager and technically to the Medical Coordinator.

Status: Fixed-Term Contract

Main Responsibilities

Function Details
Clinical Medical Tasks

  • To manage the day – to – day activities in the mobile Medical Unit.
  • To preform consultations; ensure patient privacy as much as possible, provide health care and treatment for the patients seeking health care services.
  • Follow the Turkish ministry of health protocols and guidelines regarding treatment, prevention and following up measures.
  • In collaboration with Nurse to provide regular health education and promotion messages to the patients on diagnosis, preventive measures, treatment, and medications.
  • Be responsible on filling out the patients’ files as well as the required patients’ data on the DDD online system.
  • Be responsible for reviewing/ correcting the data filled by other medical staff of the MMU.
  • Review the morbidities collected, analyse and work with the local health authorities and medical coordinator to respond to/ set a plan accordingly.
  • To ensure patients’ confidentiality regarding patients’ medical history, and patients’ files.
  • Ensure provision of the required necessary medications and medical supplies and coordinate with the pharma team for regular supply.

Team Management

  • S/he will be directly supervising:

  • GP doctors

  • Gynaecologist

  • Midwife/SRH Counsellor

  • Nurses

  • CHW/Case Workers

  • MHPSS Team(PSS Officers & Clinical Psychologist etc.)

  • Case Managers/Protection Officers

  • Pharmacist/Pharma technician(Technically Leading)

  • Define your HR needs, recruit, train and supervise your team members.

  • Responsible of the correct filling of the attendance sheet for his/her team.

  • Validate the staffs leaves in his/her clinic and request daily workers in coordination with admin officer to request the daily worker if needed.

  • Define with your team members their action plan and deadlines for reaching goals.

  • Ensure strict application and respect of the Internal Regulation by your team members.

  • Responsible of making the annual evaluation of the staff in his/her clinic with support of HR team.

  • Ensure formal feedback towards your team about any issues raised by them.

  • Ensure conflict resolution within your team with support of your Line-Manager and HR Department.

  • Conduct regular meetings and when required with the team.

  • Any other task requested by direct line.

Technical Supervision

  • The Medical team leader will oversee the developments in the area and focusing on the humanitarian needs. Sharing the analysis with the line manager.
  • Keep regular contact with doctors and stakeholders in the areas of interventions to keep continuous needs assessment and situation analysis.
  • Responsible to ensure that medical/clinical services are implemented in good quality, and according to the pre-approved medical protocols and guidelines.
  • Make sure medical staff has available protocols and guidelines, propose any implementation of medical protocols, and update if necessary.
  • Providing technical support to the DDD supported MMUs and safe space to improve the quality of care and improve the data collection.
  • Assess the medical training needs of the supported health settings and collaborate with the field manager and HR team to set a training plan for the staff.
  • Conduct physical visits to the DDD supported MMUs in Hatay, use technical supervision tools, identify the areas of improvements, and train the staff if applicable.
  • Ensure synchronization between all DDD supported MMUs and safe space in terms of data collection, referrals, tools, and definitions.

External Communication

  • Maintain regular contacts with, health authorities, UN agencies and other medical NGOs and organizations, through meetings, training, workshops, etc.
  • Collect data, indicators, surveys, and assessments according to the Project’s needs; and provide inputs and contribute to analysis.
  • Attend meetings related to health, representing DDD, and provide appropriate feed-back (minutes).
  • Attend Technical team meetings and coordination team meetings.

Reporting

  • Provide a monthly report to the field/Medical coordination, detailing activities done, supervision, training given, assessments undertaken etc
  • Receive morbidity data of direct supervised MMU as well as all the rest of health settings on weekly basis; review; analyse and submit to the line and technical managers.
  • Report field visit feedbacks to the coordination team.
  • Provide a yearly/semester/ when needed medical reports on project achievements, developments, and recommendations according to context and health situation.
  • Provide your line-manager with a Handover Report at the end of your contract.

Promote and encourage a culture of compliance and ethics throughout Dünya Doktorları Derneği. As applicable to the position, maintains a clear understanding of Dünya Doktorları Derneği and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.
Prevention of Sexual Exploitation and Abuse
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within Dünya Doktorları Derneği and amongst beneficiaries served by Dünya Doktorları Derneği.

NB: considering the purpose and values of the organisation, DDD requests to its employee complete flexibility in term of duties and commitment, as their job description and job title can be adjusted throughout the year according to needs and priorities.

Expected Profile
Knowledge & Qualification

  • Certified Medical doctor has experience with NGOs work.
  • Authorized to practice medicine in Turkey.

Experience

  • At least 4 years in similar post

Languages

  • Required: Turkish, Arabic
  • Preferred: English

IT & Equipment

  • Good proficiency with Microsoft package
  • Good command on data analysis.

Intellectual & Physical

  • Intact physically

Team Management & Delegation (if required)

  • Team Management experience

Communication & Information flow

  • Good communication skills with teamwork, and patients
  • Good reporting skills.
