About Concern: Concern Worldwide is a non-governmental, international, humanitarian organisation dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Turkey since August 2013 and is currently recruiting a Birecik District Team Leader.

Reporting line:                             Protection Manager

Working closely with:                 MEAL, Systems and Programme teams

Job Status:                                   Fixed term – 12 Months (extendable)

Job Purpose: The Birecik District Team Leader will be overall responsible for all Concern activities implemented in Birecik District including implementing individual protection assistance, case management and psychosocial support activities. The Team Leader will also ensure that the Concern team responds effectively to the needs of selected cases in a timely manner and in line with standard operating procedures.

Furthermore, the Team Leader will be responsible for coordinating, supervising and managing the performance of their team to ensure high quality programme implementation in Birecik District. The Team Leader will work in close collaboration with other departments to ensure integrated and consistent service provision.

Main Duties and Responsibilities:

Programme Implementation and Development (50%)

  • Lead Birecik team to implement case management, individual protection assistance, outreach, caregiver engagement and psychosocial support (PSS) activities for children.
  • Coordinate visits to Birecik from technical support staff (Protection and Education officers) based in Concern’s Sanliurfa office.
  • Focal point for internal and external referrals for programme participants (beneficiaries) living in Birecik District.
  • Make recommendations on improving and enhancing interventions to better identify protection risks and ensure access to protection, PSS and education services.
  • Conduct needs assessment and support programme development for the Birecik District

Coordination and Representation (20%)

  • Represent all Concern project activities in Birecik District towards government authorities and other civil society organisations.
  • Update stakeholder mapping of Civil Society Organisations and Government Institutions working in Birecik District.
  • Submit monthly report to Birecik District authorities.
  • Attend protection technical working group meetings when requested
  • Maintain positive coordination and relationships with other actors working on the humanitarian response

Line Management and Performance Management (10%)

  • Set performance objectives of a team of between 7 and 10 protection assistants, PSS facilitators, support staff and driver
  • Hold weekly team meetings to agree actions for the coming week
  • Conduct performance development review (PDR) meetings with all Birecik team twice a year.

Facility and Vehicle Management (10%)

  • Management of all Concern facilities in Birecik District, including payment of utilities, cleaning and general organization.
  • Oversee use of Birecik team project vehicle.

Beneficiary Accountability (10%)

  • Respond to requests for assistance and complaints from Birecik District received through Concern’s community response mechanism (CRM)
  • Promote Concern’s Code of Conduct and P4 policy with all staff in Birecik District.
  • Coordinate with MEAL team for monitoring of project activities.

Required Qualifications, Education & Experience:

  • Degree in Social Work, Sociology, Psychology, Human Rights Law; or
  • Degree in International Relations, Political Sciences, Social Sciences, Development Studies etc with at least 4 years’ experience in protection services
  • Fluency in English and Turkish required
  • At least 3 years of experience in the field of protection (preferably social services) and psychosocial support
  • Knowledge of established inter-agency standards and guidelines in child protection, especially the Inter-Agency Guidelines for Case Management and Child Protection, the Minimum Standards for Child Protection in Humanitarian Settings and the IASC MHPSS Guidelines
  • Experience in managing teams and willingness to dedicate time to staff development
  • Previous experience in complex case management cases and interdisciplinary interventions

Preference will be given to candidates who have:

  • Are currently resident in District or willing to move to Birecik District to take up this position
  • Priority will be given to candidates who are from Birecik district and who are living in the district
  • Excellent oral and written communication skills in English and Turkish
  • Arabic language skills
  • Experience of and commitment to working through systems of community participation and accountability
  • Excellent knowledge on the Turkish legal framework and social welfare system
  • Politically and culturally sensitive with qualities of patience and diplomacy
  • Ability to work independently as well as in a team to ensure timely results of high quality
  • Education background of Sociology, Psychology or Social Work
  • Good organisational skills and ability to work under pressure
