General Functions:  

 

In line with the Foreigners and International Protection Law Article 58, foreigners subject to administrative detention shall be held in removal centers (RCs), which are operated by DGMM.

 

Over the past few years and through number of projects, IOM supported DGMM in ensuring improvement in the capacity and conditions of RCs. The requested consultancy will be contributing to “Supporting DDGMM’s Efforts in Enhancing the Capacity of RCs within the Framework of International Human Rights Standards- Phase II” Project, funded by the UK Foreign Commonwealth Office (FCO). The overall vision of the project is reinforcing RCs capacities in managing of a well-functioning and human rights-based system and contribute to well-being of migrants. In this respect, the project aims to support DGMM in its efforts to mainstream a human rights-based approach, including age and gender aspects, while responding to irregular migration flows and managing RCs in Turkey.

 

Supporting the creation of a well-functioning psycho-social support (PSS) system in RCs is one of the essential parts of the project. In the first and second phases of the project; number of guidelines, trainings and workshops have been delivered to contribute the establishment of the PSS system as well as to support staff well-being in the RCs. During the COVID-19 pandemic, the PSS staff working at RCs have experienced several challenges and faced with various stress factors related to the pandemic. While PSS staff working at RCs have received training on staff wellbeing in the framework of aforementioned project, there is still a need of further tailor-made support to the PSS staff to improve their capacity in assessing the challenges and addressing the stress factors related to the Covid-19 pandemic in the context of RCs.

 

The main beneficiary of the project is Ministry of Interior, Directorate General of Migration Management.

 

 Major Duties and Responsibilities

 

Drafting a guideline on “Stress Management in the Workplace in the Context of Covid-19 Pandemic”. The guideline will give a general explanation and background of Covid-19; its repercussions in the work place and in the worklife as a stress factor; the methods for addressing the related stress reactions and the steps to be taken in assisting theemployees in coping with the stress factors. Additionally, the guideline will touch upon to the issues to be considered by the staff working in crowded and high-risk environment within the scope of COVID-19 pandemic. In this manner, the guideline will contribute to ensuring staff well-being and managing stress in RCs through guiding PSS staff in providing better assistance to RCs staff in coping with their stress reactions related to the COVID-19 pandemic.

 

Supervision/accountability

 

Under the overall supervision of the Chief of Mission of IOM Turkey, the consultant will be accountable to the project manager and work in close cooperation with the project team, specifically the national project officer and project assistants.

 

Tasks to be performed under this contract:

 

Under the supervision of IOM, the consultant will directly be responsible for drafting and preparing a user friendly and comprehensive guideline. IOM shall be available in case of further explanation and clarification is needed during the process. IOM will assist the consultant in liaising the key stakeholders in case of need. The consultant is expected to undertake this assignment by developing rigorous methodology that includes research, desk review of the best practices, international norms and standards, visiting RCs or online focus group meetings with RC staff and if necessary, consulting with the relevant actors such as DGMM HQ and Provincial Directorates of Migration. The consultant can identify and propose other methodological tools, if deemed necessary. The working language of the communication and development of outputs foreseen by this consultancy is English and Turkish.

 

Duties of the consultant shall include; 

 

  1. Develop a research methodology as well as a research plan to draft the guideline for IOM’s review and comments, and incorporate these comments into the final methodology.
  2. Review the relevant national, regional and international literature, reports and other relevant documents related to psychological problems, challenges, stress factors and stress reactions in the workplace in the context of COVID-19.
  3. In line with the approved research plan and in close cooperation with IOM and DGMM, conduct desk review and research to collect data on agreed aspects.
  4. To provide outline of the guideline to IOM for their review and approval to proceed for drafting.
  5. To coordinate the visits and/or online meetings/interviews/focus group discussions etc. which will be conducted with the key relevant stakeholders, if requested.
  6. To report back bi-weekly on progress to IOM.
  7. To provide the first draft of the guideline for review and comments of IOM and DGMM.
  8. To submit the final version of the guideline on the “Stress Management in the Workplace in the Context of Covid-19 Pandemic”. with aforementioned components in Turkish and English no later than 15 February 2021.

Required Qualifications:

 

Education:

 

  • Master's degree level in psychiatry, psychology, social work, psychological counseling and guidance or any other mental health related field; with minimum 5 years of overall working experience.

 

  • Possession of a PhD in any of these fields is highly desired.

 

Experience:

 

  • At least 5 years of experience in field research, migration and/or migrants’ psychology is essential;
  • Familiarity with detention and issues related to indoor places;
  • Previous experience in preparation of guideline/handbook/SoPs etc. on stress management in the context of contagious diseases is highly desired.
  • Fluency in Turkish & English is required.
