General Functions:

 

As the conflict enters its ninth year, 5.7 million people remain internally displaced in Syria. According to the Humanitarian Needs Overview (HNO) 2019, 11.7 million people are in need with 5 million in acute need. Of the 11.7 million people, 5 million are children, 1.3 million elderly, and 1.3 million are people with disabilities. Syrians with the most severe needs include people living in hard-to-reach areas where access to services remains limited, people currently exposed to high intensity of hostilities, IDPs in last resort camps or sites, newly displaced populations and returnees. Therefore, the capacity of humanitarian partners responding to the crisis is highly critical and vital to provide a dignified assistance. But there have been limited capacity building initiatives specifically for humanitarian resource management. IOM conducted a survey assessing the partnership between IOM and its Implementing Partners (IPs), on average IPs have reported 4.2 out of 5 that trainings have helped in following the principles in humanitarian operations. But, 48% from surveyed IP staff in Turkey and Syria have reported that they are not aware of trainings and guidance provided by IOM. In addition, a majority of partners (56%) asked for more support to develop their financial planning and management skills – an area where IOM’s partner capacity assessment showed most room for improvement. They suggest training, courses, and workshops on financial planning and management skills as possible activities.

 

Major Duties and Responsibilities:

Scope of Consultancy:

IOM needs a consultant that will review the existing procurement policies and procedures of 9 IOM IP agencies, then revise these policies and procedures jointly with the head of procurement department in each of IP organizations. After revisions, the consultant is required to do team-based training targeting procurement staff working under the head of procurement in Turkey and Syria in each of the IOM P agencies and train the staff on the revised SoPs that have been jointly developed.

Objective:

  • To lead the learning process that will increase and strengthen the capacities of humanitarian staff working in procurement departments of IOM IPs
  • To lead on the policy and procedure revision process with IOM IPs
  • To lead on the team-based trainings to procurement departments in IOM IP agencies

 

Target:

  • Jointly revise and review 9 procurement SoPs with each of the 9 IOM IPs
  • Deliver 9 team-based procurement trainings based on the SoPs revised targeting procurement staff in Turkey and Syria
  • Develop 9 reports on the capacity development activities conducted with each of the 9 IOM IP agencies

           

1. IOM Project to which the Consultancy is contributing: Improved IOM IP institutional processes and procedures in resource mobilization and management through a risk management perspective.

 

2. Tasks to be performed under this contract:

  • Revision of 4 IP procurement SoPs and delivery of team based training: May 2020

3. Tangible and measurable output of the work assignment

  • 9 revised procurement SoPs to 9 different IOM IP agencies
  • 9 team-based procurement trainings conducted to 9 different IOM IP agencies
  • 9 procurement capacity development reports

Required Qualifications and Experience:

Education:

  • Master’s degree in Political or Social Science, Accounting /Business Finance /Law/Purchasing /Supply Chain Management or relevant field with at least five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience:

  • Experience in procurement, preferably in an international setting (UN, IGO, international NGO).
  • Demonstrated experience and oversight of procurement in multicultural settings and with remote teams, including supply management, budget tracking, vendor relationships and report writing skills.
  • Proven experience in leading capacity development initiatives, preferably in procurement and supply chain.
  • Experience in developing operational strategies, policies, guidelines, SoPs and various operational tools preferably related to procurement and supply chain management;
  • Excellent knowledge and understanding of the Syrian humanitarian crisis;
  • Demonstrated ability to effectively use computer and Microsoft Office programs;
  • Knowledge of standard industry procurement software and database is desirable;
  • Proven people management experience;
  • Good team player, positive attitude, flexible, open minded, comfortable working in multicultural settings;
  • Self-motivated, hands-on and solution oriented professional, able to function effectively in a rapidly changing and dynamic work environment;
  • Strong client service ethics and ability to effectively solve problems with regards to procurement challenges and other relevant issues that may arise;
  • Articulate and who can relate to people at all levels and possesses excellent communication skills;

Languages:

  • English or Arabic (Fluent)
  • Working knowledge of Turkish (advantageous)
