Nature of the consultancy:

Context and Need:

As the conflict enters its ninth year, 5.7 million people remain internally displaced in Syria. According to the Humanitarian Needs Overview (HNO) 2019, 11.7 million people are in need with 5 million in acute need. Of the 11.7 million people, 5 million are children, 1.3 million elderly, and 1.3 million are people with disabilities. Syrians with the most severe needs include people living in hard-to-reach areas where access to services remains limited, people currently exposed to high intensity of hostilities, IDPs in last resort camps or sites, newly-displaced populations and returnees. Therefore, the capacity of humanitarian partners responding to the crisis is highly critical and vital to provide a dignified assistance. But, there has been limited capacity building initiatives specifically for NFI distributions. IOM conducted a survey following a training conducted jointly by IOM and the S/NFI Cluster on GBV in NFI distributions. Cluster partners highlighted the need for more operational NFI distribution trainings and capacity building sessions in their open answers. One partner stated, “I recommend the S/NFI cluster taking lead and having professional trainers focusing on NFI distributions adapted to the Syria crisis.”

 

Scope of Consultancy:

IOM aims to increase the S/NFI Cluster capacity in NFI distributions, building upon the NFI distribution Training of Trainers (ToTs) held remotely, by improving the partners’ access to operational tools and guidance documents. In coordination with the IOM and the S/NFI Strategic Advisory Group (SAG), and from the feedback from the remote ToTs, the consultant will need to develop an NFI distribution Guidance booklet that includes operational standards, best practices, different distribution modalities and components/ tools on how to mainstream protection and M&E. IOM will translate the booklet from English to Arabic and share it with all S/NFI Cluster members. If capable, the consultant will review and edit the translation for accuracy and appropriate use of technical terms before distribution.

 

Objective:

  • To ensure that feedback from NFI partners and the NFI ToTs is incorporated in the SNFI guidance document;
  • To ensure access to a well put guidance booklet on distributions that is available for SNFI cluster partners for further guidance.

Target:

  • Consolidating all the results of the ToTs, feedback from NFI partners in Syria, and inputs from the SNFI cluster SAG and IOM to develop a distribution guidance in English.

           

IOM Project to which the Consultancy is contributing is provision of shelter rehabilitation capacity building.

Education:

  • Master’s degree in Political or Social Science, International Relations, Law or a related field from an accredited academic institution with at least five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience:

  • At least 7 years of experience in various humanitarian responses within an international organization;
  • Experience in post-conflict/emergency zones and in working in a high-risk environment, project management and administrative and financial management;
  • Excellent knowledge and understanding of the Syrian humanitarian crisis;
  • At least 7 years of experience in managing various sector specific projects such as shelter/ NFI and more;
  • Experience in liaising with governmental authorities and local communities, as well as national and international institutions;
  • Excellent demonstrated analytical skills applied on a wide range of factors, parameters, policies and priorities for the assessment and resolution of complex situations, including technical understanding;
  • Experience in developing operational strategies, policies, guidelines, SoPs and various operational tools preferably related to S/NFI;
  • Wide range of field experience in various emergencies related to distribution standards, protection mainstreaming, AAP and M&E;
  • Proven ability to consolidate information from multiple sources;
  • Experience working in remote management/ cross border/ cross line settings is an advantage
