General Functions:

Under the overall supervision of the IOM Türkiye Immigration and Border Governance (IBG) Senior Programme Coordinator, the consultant will be responsible for producing the technical components of a number of project outputs that aim to enhance inter-agency cooperation for passenger security processing at Turkish international airports.

On the 1st of March 2023, the International Organization for Migration (IOM) Türkiye Country Office Immigration and Border Governance Unit (IBG) started with implementation of the “Supporting Border and Migration Management at Airports Project”, funded by the European Union. The project aims to improve inter-agency cooperation and coordination among border and migration management agencies at major airports/air Border Crossing Points (BCPs), to align Türkiye’s migration policies with EU standards, and to strengthen relevant institutional capacities.

The main beneficiary of the project is Border Management, Foreign Relations and Projects Department (BMD) under the Directorate General for Provincial Administration (DGPA) of Turkish Ministry of Interior. BMD assumes the coordinating body role aiming to ensure required facilitation and security at Turkish border crossing points, by establishing and maintaining coordination between relevant public institutions operating at borders, and strengthening operational institutional framework at border crossing points.

The duration of the project is 48 months. To ensure highest impact and sustainability, the project adapts a staggered approach that requires production of six outputs that build on each other.  The outputs are mentioned below in the order of production. The total time allocated for the production of all outputs is 157 workdays between June 2023 –September 2026. A detailed timetable is provided under article 3 of this document.

For all the outputs, a three-tiered (legal, technical, and operational) framework will be employed to ensure a comprehensive improvement of interagency cooperation at Turkish international airports for passenger security processing. 

To ensure the required quality, and to smoothly reach defined objectives and goals, all five outputs will be produced on all three tiers by a team of 2 national and 2 international consultants, whose inputs will be consolidated into holistic reports. Experts will work as a team and will agree on the internal leader/coordinator.

Within this framework, IOM seeks to engage one international and one national consultant with comprehensive experience and expertise in the technical aspects of inter-agency cooperation for passenger security processing at international airports. The consultants will be responsible for drafting and finalizing technical components of all five outputs listed above.


Major Duties and Responsibilities:

Within 157 workdays between June 2023 and September 2026, the consultant will be responsible for developing the technical aspects of all the outputs.

The first output to be produced under this consultancy will be a situational analysis report that focuses on the technical aspects of inter-agency cooperation on passenger security processing in the Turkish international airports through field visits and a desk review of all relevant and existing technical instruments / tools. The situational analysis will focus on the technical tools relevant to passenger security checks at all terminals of Turkish international airports for the passenger categories below:

  • Regular and eligible passengers and flight crews
  • Inadmissible passengers (for departure, arrival and transit)
  • Passengers who are subjects of international and national watchlists
  • Passengers who seek international protection
  • Passengers who are suspected of misdemeanour and/or criminal activities
    • Including but not limited to the use of fraudulent travel documents, engagement in transnational crimes such as migrant smuggling, human trafficking, smuggling of goods, plants, animals, and historical artifacts, 
  • Passengers who are likely to carry communicable diseases  

Provided that the finalized technical Situation Analysis is in line with the performance indicators listed under article 6 of this document, the consultant will engage in the production of the other listed outputs.

The list of tasks to be performed for the situational analysis is provided below. It should be taken into account that all technical activities related to different IT systems, interoperability, interconnectivity and integration requirements will be guided by international best practices applicable to the Turkish IT security environment.

  1. Meet with the IOM, main beneficiary institution and the consultant team to develop a research methodology and data collection plan to be submitted to IOM for review for the Technical Situation (As-is) Analysis. (5 days)
  2. Conduct field visit to Istanbul, Sabiha Gökçen and Antalya airport; (8 days)
    1. To carry out face-to-face interviews with all related airport authorities and collect information on technical aspects of inter-agency cooperation on passenger security processing for the passenger categories above.
    2. To analyze / assess technical capabilities for each relevant agency on passenger security processing at the chosen airports starting from entry to the premises to the boarding to the aircraft The analysis will include:
      1. To overview of the equipment, technologies and Information Technologies (IT) environment currently in use by national institutions and private companies for passenger security controls, including but not limited to document examination and identity verification devices currently used by first- and second-line controls.
      2. To analyse presence, capabilities, compatibility and interoperability of different IT / security systems used by national institutions and private companies, including:
        1. Border management information systems (BMIS) emphasizing on evaluating BMIS functionalities related to biographic and biometric identity verification, and BMIS interconnectivity with relevant national and international databases including watchlist, Interpol Stolen and Lost Travel Document Database and Schengen Information System
          1. Evaluation of implementation of full scale Public Key Infrastructure (PKI) and Public Key Directorate (PKD) scheme.  
        2. Advance passenger information (API) / Passenger name record (PNR) processing for entry controls and risk analysis
    3. Automated border controls: To assess the efficiency of automated border controls and ICT integration with national databases, national and international watchlists.
  3. Work with project team and other consultants to develop first draft of the technical component of the situational analysis report and participate in online meeting with the IOM IBG team, DGPA experts for presenting the draft report. (5 days)  
  4. First Workshop: Present the draft (Technical) Situation Analysis Report and findings of the field visits during a workshop and review the report in accordance with any additional feedback or input received on the draft document and submit the updated draft report to IOM. (3 days)
  5. Second Workshop: Present the (Technical) Situation Analysis Report and review the report by taking the inputs/comments of stakeholders into consideration during the final workshop. (3 days)
  6. Desk work: Work with the project team and other consultants to finalize the Technical Situation Analysis Report by taking into consideration the inputs, comments, and feedback received from the IOM and relevant government institutions. (12 days)


Total number of workdays for the situational analysis report: 36 workdays

The workdays allocated for other five outputs until September 2026 are provided below:

  • Gaps and Needs Analysis Report (24 days)
  • Enhancement Roadmap (23 days)
  • Proof of Concept for Enhancements (54 days)
  • Standard Operating Procedures (SoPs) (20 days)


Tangible and Measurable Output of the Work Assignment

A detailed timetable for the deliverables of the Situational Analysis Report is provided below. Tentative timeframes for other outputs until September 2026 will be determined upon completion of the Situational Analysis Report.

  1. Initiation of the work: 19 June 2023
  2. 1st deliverable: by 23 June 2023
    1. Research methodology and data collection plan (Task A)
  3. 2nd Deliverable by 31 July 2023:
    1. Delivery of first draft of Technical Situational Analysis Report
  4. 3rd Deliverable by 9 October 2023.
    1. Delivery of revised draft report 
  5. 4th Deliverable by 23 November 2023.
    1. Delivery of final version of the report

Required Qualifications and Experience:


  • Bachelor’s Degree level or Master's degree in computer sciences, Information and Communication Technologies with minimum 15 years of overall working experience on IT Systems interconnectivity or integration



  • Experience at international airports or comparable settings are highly desirable.
  • Demonstrated experience and skills in facilitating stakeholder/working group consultations.
  • Relevant regional and international experience will be an added advantage.
