General Description of the Program

GOAL is an international emergency and development NGO dedicated to alleviating the suffering of the poorest and most vulnerable.  GOAL was established in 1977 and is currently operational in 13 countries world-wide. GOAL has been working in northern Syria since 2013, responding to the acute needs of conflict-affected communities both through direct implementation and through partners, delivering food, non-food programming, water, sanitation and hygiene (WASH) services. GOAL has been contributing to the urban refugee responses in Turkey since 2016 with a focus on enabling access to health service and the protection services for vulnerable and marginalized asylum seekers in Turkey.

Job purpose:

The main function of this position is to ensure that the GOAL Syria programme is fully compliant with GOAL and its donors’ rules and regulations. H/She will work across all departments including programmes, finance, logistics, HR, internal audit and Compliance Department, and will work under the supervision of the Compliance Manager (CM).

Duties, objectives and competencies

  • To stay informed of and ensure adherence to the standard of GOAL procedures and policies in relation to Logistics, Finance, HR and Programmes as set out in the 
    • Current HQ Logistics Manual & GOAL Syria Procurement & Authorization Levels Chart
    • HQ Finance Manual & GOAL Syria finance procedures and polices
    • GOAL’s Partnership Manual
    • GOAL’s Training guidelines
    • GOAL Syria HR Manual
    • GOAL Grant Management Guidelines
    • GOAL Dublin HQ proposal / interim / final report checklists
    • HQ Safety & Security policies & GOAL Syria Security Standard Operating Procedures (SOPs)
  • Monitor monthly – Track and provide updates of key compliance updates per donor/award across all GOAL departments:
  • Liaise with CM to ensure compliance across all departments of GOAL Syria
  • Link with relevant departments in resolving issues arising from monthly/Bi monthly reviews
  • Quarterly Reporting:
    • Prepare bi monthly compliance reports including testing of procurement documents, HR files, FAR list and finance documents.
    • Follow up and close any issues identified from quarterly compliance report
    • Working closely with Internal Audit Department to identify the risk of the raised issues in each quarterly report
    • File maintenance and administration tasks as required
  • Assist CM in facilitating external audits as required
  • Assist the CM in conducting compliance training and developing training tools for GOAL partners/sub-grantees
  • Respond to queries from field offices and country office which are mainly on DCO level only and discuss critical issues with CM
  • Any other duties as requested by Head Of Department

Requirements (essential)

  • University graduate, background in, management, administration, finance or related field.
  • Previous NGO experience and Knowledge and experience of donor rules and regulation (USAID, ECHO, DFID, ….)
  • At least 2 years finance experience (audit or Donor experience strongly preferred)
  • Ability to work independently on own initiative, assess risk and make plans accordingly
  • Good English and Arabic (spoken and written), Turkish an advantage
  • Excellent communication skills while interacting with colleagues and partners

Requirements (desired)

  • Preferably a qualified accountant.
  • Ability to learn new systems and IT software quickly and effectively
  • Prepared to work in insecure environments
  • Flexible and creative approach with a proven ability to resolve issues and identify solutions;
  • Attention to detail
  • Previous experience training others an advantage
  • Excellent communication and interpersonal skills;
  • Excellent time management skills and the ability to prioritise work when under pressure;

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households. GOAL worked in Turkey in 2015-2016 to respond to the Health needs of Syrians in Turkey and will resume programming in Turkey in 2018 with a focus on Protection needs.
