TITLE: Child Protection and MHPSS Specialist

LOCATION: Gaziantep/Türkiye

Child Safeguarding:

Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.



ROLE PURPOSE:

As a member of the Programme Implementation Team, the Child Protection and MHPSS Specialist will provide quality technical support for the design, and coordinate implementation, monitoring and evaluation of CP and MHPSS related activities in NW Syria, with a focus on standalone CP or MHPSS activities, as well as supporting the mainstreaming of CP and MHPSS activities across all sectors. The CP and MHPSS Specialist will also be responsible for project management CP and MHPSS projects implemented through local partners and will be responsible for providing technical guidance to partners CP and MHPSS staff, and ensuring programmes are meeting quality benchmarks and international standards. The post holder will ensure representation and coordination through active participation in coordination meetings and working groups.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

Project Management

  • Oversee implementation of CP and MHPSS activities ensuring that services are delivered on time, on budget and in compliance with donor regulations
  • Ensure CP and MHPSS activities are effective, appropriate and at quality in line with SC's principles, values and strategic plan and compliant with SC's procedures

Work with partners to:

1. Support project contracting and kick off

2. Develop detailed implementation plans including procurement, payment and distribution schedules of programme inputs in line with programme logistics/supply chain capacity

3. Develop work-plans and follow up with team members regularly to ensure that activities are on track

4. Monitor program progress against both programmatic and budgetary targets, making adjustments to design as necessary in a timely fashion, and ensuring items are coded correctly and payments are made on time.

5. Support preparation of timely and high quality programme and donor reports on CP and MHPSS activities in compliance with internal SC requirements and any relevant external donor requirements


Programme Quality and Support:

  • Working with the Head of Program, Child Protection Technical Adviser and MHPSS Technical Adviser to support the contextualisation and implementation of child protection and MHPSS response plans.
  • Ensure programme quality of CP and MHPSS activities in Save the Children's NW Syria response programmes. This includes ensuring that international best practices and quality standards are applied in our work with children.
  • Input into proposals to grow Save the Children's child protection and MHPSS portfolio sustainably and strategically.
  • Monitor and assess CP and MHPSS needs and ensure that these are appropriately reflected in sectoral strategies and programme development.
  • Review and Monitor programme quality assurance tools, such as needs assessment tools, programme level indicators, Quality Benchmarks and quality checklists for use in spot checks, complaints and response mechanisms, internal review and programme evaluation work plans, and others in conjunction with the MEAL team.
  • In collaboration with the GBV coordinator, ensure that CP and GBV are highly integrated and coordinated in the whole project cycle.
  • Coordinate proactively with other sectors and technical areas, such as Education, WASH, Gender/GBV, Health/Nutrition, Cash, and Emergency Response to ensure that the needs of the children are addressed comprehensively) and that synergies are considered at the design phase.
  • Ensure that the programme adheres to the principles and framework of safe programming, and support teams to conduct safe programming assessments and planning; conduct safe programming audits and reviews and provide feedback and technical support to improve programming and programmatic approaches.
  • Continually review SC's programming approach, based on changes in the context and child protection operating environment, and share information with the AO management and Senior Child Protection Technical Adviser.
  • Support child protection teams and multi-sectoral staff to ensure that the relevant humanitarian minimum standards are maintained in accordance with the Minimum Standards for Child Protection Humanitarian Action (2019, the Inter Agency Guidelines for Case Management and Child Protection, , the IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings, the Core Humanitarian Standard.



Capacity Building:

  • Support the development of capacity building plans for SC and partner staff in CP and MHPSS
  • Mentor, coach and build the capacity of the partner program and technical staff, with close support and coordination from the Senior CP TA and MHPSS TA.
  • Identify learning and training needs with relevant partners, authorities and NGOs and facilitate trainings to support and build a range of contextualized child protection capacities in the community.
  • Identify learning and training opportunities for Save the Children staff and partners and support and build the capacity of staff at all levels in the organization, building technical capacity and supporting the operational capacity of the national staff.
  • Develop systems for strong hands-on capacity building for Save the Children staff and partners and work as a mentor and role model for less experienced staff.


Representation, Advocacy and Organizational Learning

  • Ensure that Save the Children's work is coordinated with efforts of other agencies and take an active role within interagency coordination groups (i.e. Protection WG, Child Protection WG, , CM/CPIMS TF, MHPSS WG etc) ·
  • Systematically communicate information, actions and priorities from interagency coordination groups with the relevant teams and other relevant staff, including Senior CP TA and MHPSS TA, to ensure transparency and a real-time feedback loop.
  • Identify opportunities for other CP and MHPSS staff to engage with coordination groups as appropriate, in order to build capacity ·
  • Develop a strong learning agenda to enable constant and high quality transformation from implementation to organisational Learning ·
  • Provide contextualised inputs into media and advocacy products related to child protection.
  • In collaboration with Save the Children CP and MHPSScolleagues, feed in learning, experiences and evidence to relevant global CP and MHPSS advocacy objectives.


Child Safeguarding

  • Ensure that SCI Child Safeguarding and PSEA Policies and systems are integrated into programming approaches, and support child protection teams to ensure safe programming.


General

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Represent Save the Children at local implementing partners' coordination meetings and cluster if applicable/as requested.
  • Participate in relevant coordinating meetings/forums as needed.
  • Coordinate with other sectors and departments as relevant.
  • In case of emergency, be prepared to contribute to the delivery of an appropriate and timely response.
  • Any other reasonable duty as may be assigned that is consistent with the nature of the job and level of responsibility.

Qualifications and Experience:

Essential

  • Master or Bachelor degree in Social Work, Psychology, Human Rights or relevant field.
  • Extensive experience in the field of child protection and MHPSS, including in building strong child protection systems and in delivering services to children in emergencies.
  • Familiarity with key international standards for humanitarian work (e.g. CP Minimum Standards, IASC MHPSS Guidelines, SPHERE, HAP Principles, etc.).
  • Proven experience in Case Management, supervision of cases and Case Management System Strengthening
  • Strong understanding and experience of MHPSS programming tools and services
  • Proven ability to provide quality capacity building to partners in MHPSS and CP
  • Previous experience in contextualizing/ implementing/supervising MHPSS packages
  • Proven experience of project cycle management (proposal writing, reporting, etc.)
  • Proven experience in coordinating and delivering capacity building (trainings, mentoring, coaching, etc.).
  • Excellent written and oral communications skills in English and Arabic (Turkish is desired)
  • Excellent understanding of the Monitoring and Evaluation processes and methodologies.
  • Ability to work under pressure and willingness to work flexible hours in the event of major emergencies.
  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties. This includes strong skills in coaching and supervision.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Positive, solution-oriented mindset with ambition to achieve results, ability to challenge existing mindsets and experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.

  • Position holder will be based in Gaziantep, therefore legal right to work in Türkiye is necessary at the time of application.

  • Experience/expertise (preferably hands-on) in the field of case management, FTR and psychosocial support to children, young people and their families
