CHILD SAFEGUARDING:

Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis. The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.

 

ROLE PURPOSE:

As a member of the Programme Development and Quality Team, the CP/MHPSS Specialist provides quality technical advice for the design, implementation, monitoring and evaluation of CP/MHPSS-related activities that are supported or led by Save the Children (SC) Turkey, both standalone CP/MHPSS activities and CP/MHPSS mainstreaming into our education and livelihood programs. The CP/MHPSS Specialist is responsible for providing technical guidance, supervision and coaching to SC staff and partners, and ensuring that intervention/programmes are meeting CP/MHPSS quality benchmarks and international standards. The CP/MHPSS Specialist also contributes to high quality of proposals and reporting and plays a key role in representation of SC in relevant working groups and towards partners and governmental stakeholders. 

 

SCOPE OF ROLE:

Reports to: Programme Development and Quality Manager  

 

KEY AREAS OF ACCOUNTABILITY:

Programme Quality and Impact:

  • Oversee the capacity building, monitoring, quality-assurance and evidence-building in SC-supported programs with regards to CP/MHPSS. 
  • Oversee/coordinate the progress on SC’s Learning Agenda with focus on CP/MHPSS.
  • Lead the continuous assessment of CP/MHPSS needs and ensure that these are appropriately reflected in sectoral strategies and programmes.
  • Develop and lead on the CP/MHPSS strategy for the upcoming 2022/25 strategic period, ensuring consistency with global Initiatives, and with Save the Children’s theory of change.
  • Develop programme quality assurance tools, such as needs assessment tools, programme level indicators, quality checklists for use in spot checks, complaints and response mechanisms, internal review and programme evaluation workplans, and others in conjunction with the MEAL team.
  • Lead on technical visioning of new programs and proposals and work with colleagues from other sectors coordinate on and integrate programming to ensure children’s needs are met.
  • Ensure written reports to donors are of the highest quality.
  • Oversee the rollout and dissemination of key SC CP/MHPSS related materials, within and out of the SC.
  • Support the development of appropriate and child-safe mechanisms for child participation and accountability.
  • Liaise with CP/MHPSS experts of SC at regional and global level, to ensure that learnings from the field feeds into SC global agenda/priorities, and that latest research/good practise etc., is “distilled” into SC’s programmes and strategies in Turkey.

Program Development, Representation and Fundraising

  • Ensure that the outcomes from CP/MHPSS-related research is appropriately reflected in SC’s future project design and strategic thinking.
  • Input into proposals to grow SC’s portfolio sustainably and strategically, with the focus on CP/MHPSS.
  • Represent SC in relevant groups and fora, and meetings with governmental stakeholders and donors.
  • Provide CP/MHPSS technical input to communication materials for advocacy, fund raising and external relations engagement.

Capacity Building:

  • Lead on the implementation of an CP/MHPSS Capacity Building Matrix for technical and non-technical staff. Design and implement capacity building and regular technical supervision/coaching or SC and project staff as required. 
  • Provide supervision and coaching to SC and partner staff, stretching from project design to implementation and evaluation, to ensure that international best practices and quality benchmarks for CP/MHPSS are applied.

Other

  • Comply with SC’s policies and practice with respect to child protection, Child Safeguarding, health and safety, equal opportunities and other relevant policies and procedures.
  • Respond to all Child Safeguarding Policy concerns expressed or discovered appropriately and effectively.

 

QUALIFICATIONS AND EXPERIENCE

Essential

  • Turkish nationality is a requirement for this position. 
  • Bachelor’s degree in psychology, Social Work, Human Rights or other relevant field.
  • Minimum 5 years of experience, with progressively responsible roles, in the field of CP/MHPSS.
  • Familiarity and interest in latest research on child protection/child development and adversity and ability to embed MHPSS within a child protection framework
  • Proven experience of project cycle management (proposal writing reporting, etc.)
  • Proven experience in developing, coordinating, and delivering capacity building (trainings, mentoring, coaching, etc.) with focus on CP/MHPSS.
  • Familiarity with key international standards and quality benchmarks
  • Excellent written and oral communications skills in English and Turkish.
  • Ability to work under pressure and willingness to work flexible hours in the event of major emergencies.
  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Positive, solution-oriented mind-set with ambition to achieve results, ability to challenge existing mind-sets and experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
  • Commitment to SC values, including willingness to abide by and enforce the Child Safeguarding policy.

Desirable

  • Hands-on experience in delivering CP/MHPSS programming to children, young people and their families – particularly those living in refugee situations.    
  • Master’s degree in Social Work, Psychology, Human Rights or relevant field.
  • Arabic language skills highly desirable. Other relevant language skills are also welcomed, e.g. Farsi.
  • Experience or knowledge of working and living in relevant regions/contexts. Experience in both development and humanitarian sector preferred.
  • Excellent understanding of MEAL processes/methodologies and interest in driving learning and evidence-building agendas.
