About Us: Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Turkey since August 2013, delivering multi-sector programmes in response to the needs of the most vulnerable community members. In line with Concern’s Education, PSS, and Protection programming, Concern implements a Caregiver Engagement programme (CGE). The CGE empowers caregivers to provide a positive home environment that supports their children’s development, wellbeing and learning, and provides a platform for caregivers to discuss the challenges and achievements of raising their children. Concern is currently looking for a candidate for the Caregiver Engagement Officer position to support CGE activities implemented by Concern’s ECHO team.

 

Job Title:                                       Caregiver Engagement Officer

Location:                                      Sanliurfa, Turkey with extensive travel to the field

Working closely with:                 Education Programme Coordinator, Caregiver Engagement Officer (BPRM), PSS                                                                      Technical Team, District Team Leaders, PSS/CGE Facilitators

Contract Length:                         Fixed term, 11 months (extendable)

Job Purpose: The Caregiver Engagement Officer will be responsible for ensuring the delivery of quality Caregiver Engagement activities implemented by Concern’s PSS teams in Akcakale, Birecik, Ceylanpinar, Haliliye, Siverek, Suruc and Veransehir. The Officer will oversee the technical implementation of Caregiver Engagement, supervise the facilitators delivering Caregiver Engagement in each Protection Hub and work closely with the Education Programme Coordinator, ECHO Education Project Manager, Caregiver Engagement Officer (BPRM), PSS technical team (including PSS Officers and psychologist) and district team leaders. The Officer will work in close collaboration with the wider Protection and Education teams and may also support the Partnerships unit in Concern Turkey to ensure integrated, consistent and relevant service provision across partners and locations.

 

Main Duties and Responsibilities:

1. Programme Implementation (45%)

  • Ensure the implementation and monitoring of Caregiver Engagement activities.
  • In collaboration with Education Coordinator, Education Advisor and Caregiver Engagement Officer (BPRM), revise and update existing Caregiver Engagement materials, including Caregiver Engagement curriculum, based on programme implementation. Develop new materials as necessary.
  • Working with PSS facilitators and team leaders, support the delivery of Caregiver Engagement modules when necessary.
  • Collaborate with relevant staff to plan and schedule the Caregiver Engagement program in order to reach agreed targets under ECHO.
  • Ensure that facilitators delivering Caregiver Engagement have suitable space, furniture and materials. Coordinate with relevant staff to order whatever is needed for quality implementation of Caregiver Engagement activities, including procurement of refreshments and home learning sets.
  • Identify and share any technical problems faced, potential risks and proposed solutions. Develop cycle reports to disseminate information on the challenges and lessons learned of each cycles, which include feedback from all facilitators.
     

2. Technical Supervision of Caregiver Engagement Programme (30%)

  • Coach, train, supervise and mentor staff delivering Caregiver Engagement modules, including communicating clear expectations and providing regular and relevant performance feedback, both affirming and adjusting.
  • Develop and deliver Caregiver Engagement trainings to Concern and partner staff, in collaboration with the Caregiver Engagement Officer (BPRM).
  • Support local partner organizations implementing Caregiver Engagement as needed, including providing technical guidance and training opportunities for facilitators, reviewing curricula and supplemental materials and conducting visits to observe Caregiver Engagement sessions.
  • Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services.
  • Work with hub team leaders and PSS facilitators to refer Caregiver Engagement families when they require further specialized services, according to agreed referral pathways (internal and external).

3. Monitoring and Reporting (15%)

  • Support PSS teams to use existing Caregiver Engagement monitoring tools effectively.
  • In collaboration with the MEAL team, support the improvement of existing databases and tools and the development of new tools when necessary.
  • Corroborate the monitoring of the program, including baseline data, secondary data, reviews and end line surveys, donor reporting and internal/external evaluations.
  • Develop regular data analyses to share with relevant departments and anticipate any potential challenges related to the achievement of project indicators.

4. Staff Development (5%)

  • Support the professional development of PSS/CGE facilitators, including contributing to regular PDRs.
  • Support the promotion of staff care and well-being.

5. Coordination and Representation (5%)

  • Attend the relevant technical working group and cluster meetings as required.
  • Represent the Caregiver Engagement programme during donor monitoring visits.
  • Share information on Concern’s activities and interventions, as well as case studies, success stories and lessons learned.
  • Liaise and collaborate with relevant PSS, protection and education actors to update the service map as required.
  • Maintain positive relationships with partners and other actors working on the humanitarian response.

 

Skills, Qualifications, Experience and Attitude Required

This is a national post and candidates should have the right to work in Turkey at the time of application.

Minimum Education, Qualifications & Experience Required:

  • University degree in education, social work, sociology, psychology or other relevant field
  • Fluency in Arabic, working proficiency in English
  • Two years of experience in the Education or Protection sectors or in sub-sectors of Child Protection and/or MHPSS
  • Excellent communication and facilitation skills, particularly with regard to families, caregivers and community leaders and stakeholders
  • Experience developing capacity building and monitoring plans, as well as delivering context-specific trainings
  • Experience in reporting and quality assurance

Preference will be given to candidates who have:

  • Turkish language fluency
  • Proficiency in Word and Excel
  • Familiarity with logistics, HR, Finance, and administrative processes
  • Ability to organize and prioritize workload, using initiative when appropriate
  • Good team player, flexible and capable of working with a multinational country team; politically and culturally sensitive
  • Ability to cope with stress and work under pressure, often to strict deadlines
  • Well-developed analytical and problem solving skills; patient and adaptable
