The WASH & Shelter coordinator will be part of the CARE’s WASH & Shelter program team and report directly to the WASH & Shelter Project Manager at the country office. The WASH & Shelter coordinator-Area Office will be responsible assuring efficient and high-quality implementation of CARE’s direct WASH & Shelter projects at cross border. WASH & Shelter coordinator will manage WASH & Shelter teams inside Syria and will be the key focal point for field support activities. S/He will be overall responsible for providing technical support to Area field team to ensure a high-quality implementation of WASH & Shelter activities in line with CARE's polices and donor requirements. This role will work closely with the Area programs manager and WASH & Shelter project manager at the country office to develop detailed implementation plans for project activities, developing appropriate implementation tools to track progress and monitor the context. S/he will also build capacity, and identify capacity needs, of WASH & Shelter field staff to ensure they are able to implement activities to a high standard and required quality. S/he will also liaise with other actors to ensure effective coordination.

S/He will be managing diverse teams and engaging with a number of internal and external stakeholders therefore expected to have strong interpersonal skills, understanding, cooperative, organized, a high ability to work within a team to take initiative and skills in influencing to support policy and advocacy

 

RESPONSIBILITIES

Job Responsibility #1 Projects Planning and Preparedness  % 30 of time 

 

  • Prepare a detailed work plan which identifies and sequences the activities needed to successfully implement the WASH & Shelter activities based on agreed plans and proposal with donors and care polices.
  • Prepare procurement plans related to WASH and Shelter activities based on agreed activities and work plans and according to CARE’s polices, with full follow up for all submitted PRs, Trackers, technical evaluation, the contacts preparation and language, and all related docs.
  • Under the supervision of the WASH & Shelter project manager and in coordination with Area Programs Manager, sensitize relevant stakeholders to the program.
  • Share timely updates on the ongoing contextual changes and humanitarian situation of affected communities.
  • Leading the field team for the technical assessments and new projects preparedness.
  • Plan the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives.

 Job Responsibility #2 Implementation and Program Coordination  % 40 of time

  • Ensure timely planning, implementation and monitoring of WASH and Shelter activities/projects, including budget responsibility, in the assigned areas
  • Prepare and maintain up to date work plans and expenditures plans, in line with project and budget documents.
  • Raise all PRs and follow up with all related program staff and departments.
  • Undertake regular field/onsite visits to ensure technical support to WASH and shelter filed staff and proper monitoring of the activities’ implementation in the areas of operation.
  • Ensure project implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
  • Anticipate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation
  • Support Area field team to develop project tools, including assessment questionnaires.
  • Monitor the progress of the project and suggest the adjustments as necessary to ensure the successful completion of the project
  • Establish a communication schedule to update stakeholders including appropriate staff in the organization on the progress of the project
  • Coordinate with various teams on the delivery schedule, payment approvals and vendor payments to avoid any unnecessary delays;
  • Ensure correct beneficiary selection procedure and criteria are followed by WASH and Shelter team.
  • Ensure any feedback from beneficiaries or target communities shared by the team are responded to appropriately or raised with Area programs manager.
  • In coordination with Area Office field team, prepare all required bills of quantities, drawings, and conditions' books before sharing with Projects Manager Coordinate with Area programs manager to be sure all supported departments ME, Logistic, Admin and others department proving a full support to implement WASH and Shelter activities based on agreed plans and donors’ requirements.

Job Responsibility #3 Administration and Operational Management of Project Implementation  % 10 of time

  • Support AO programs Manager to monitor expenditure monthly against the approved budget.
  • Represent the program team in the tender committee and support procurement field team
  • Identify the financial needs and requirements of activities and prepare their estimated budget.
  • Be sure all projects’ documents are documented, as well as all needed documents to proceed with any payments for suppliers or contractors based on CRAE’s polies.  

Job Responsibility #4 Personnel Management  %10 of time 

  • Contribute to the refining of data collection, monitoring, and reporting tools, and to the harmonization of emergency preparedness and response, and distribution methodologies and tools. 
  • Assess the activities undertaken and ensure efficient usage of resources;
  • Ensure lessons learned are documented, shared and reflected in project planning and decision making
  • Provide regular and timely updates on progress and challenges to WASH &Shelter Project Manager and Area programs manager
  • Support Area office  programs Manager to prepare internal narrative reports and contribute to the development of financial reports through regular budgetary follow up.
  • Contribute to drafting of donor reports, ensuring the quality and accuracy of technical information provided

Job Responsibility #5  Program/Project Development  % 10 of time

  • Contribute to development of new programs and to preparation of proposals and budgets.
  • Support the development of WASH & shelter assessment reports to be shared with the wider humanitarian community.
  • Contribute to the refining of data collection, monitoring, and reporting tools, and to the harmonization of emergency preparedness and response, and distribution methodologies and tools.

 

QUALIFICATIONS

Required

  • Bachelor's degree in a civil engineering or relevant field and equivalent.

 

 

Experience

Required

  • 3-4 years of experience managing humanitarian projects in the field.
  • At least 3  years of experience with managing WASH and Shelter projects.
  • Experience with data management, especially in analysis of large sets of data and in data illustration
  • Experience with electronic data collection systems.
  • Experience with monitoring and evaluation activities and principles
  • Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts 
  • Ability to present concise reports, reflecting the problems and possible solutions
  • Experience in facilitating training sessions
  • Good communication and interpersonal skills. 
  • Understanding of the importance of gender and participation in Humanitarian work.
  • Ability to work effectively under stress in emergency situations.
  • Strong computer program skills (Microsoft Office including Word, Excel and Outlook

Desired

  • Remote management of programs
  • Monitoring and evaluation of remote programs

Technical Skills

  • Minimum Bachelor’s degree in Engineering or equivalent and / or minimum 3 years relevant work experience, preferably in WASH & Shelter with an International Non-Government Organization (INGO)
  • Experience working on technical assessments and preparing assessment reports including all drawings, BoQs and other related documents
  • Good understanding of WASH & Shelter interventions in emergencies, rehabilitation and kits distribution
  • Ability to present concise reports, reflecting the problems and possible solutions
  • Experience in facilitating training sessions
  • Good communication and interpersonal skills.
  • Fluency in written and spoken English is desired.
  • Ability to work effectively under stress in emergency situations.
  • Strong computer program skills (Microsoft Office)
  • Arabic language skill is required.
