CARE International in Türkiye (CARE) has been in Türkiye since October 2014 responding to the needs of Syrian refugees under several programmatic areas including women’s economic empowerment, livelihoods and food security, legal aid assistance, WASH and Shelter. Most recently CARE Türkiye has been responding to the devastating February 6th earthquakes and established new operations and programs to reach affected populations.

 

Globally CARE places a programmatic focus on women and girls who are often disproportionally affected by poverty. CARE places an emphasis on woman as they are viewed as catalysts of change within their communities – CARE believes changing a woman life will often change her community. In parallel, CARE integrates engaging men and boys programming who can also act as change agents, and together are able to address societal/gender norms which often underly protection issues.

 

Position Summary

Managed by the Project Coordinator and working in collaboration with other members of the technical and field staff, the Project Assistant will be based in Adana and responsible for supporting the planning and implementing activities with a focus on (Shelter, WASH) activities in southeast Turkey.

 

RESPONSIBILITIES 

Job Responsibility #1: Identification, registration, and verification of beneficiaries (40%)

  • Participate in identification.
  • Ensure that beneficiaries are selected based on agreed criteria and are registered according to procedure.
  • With the Field team and MEL team, ensure that adequate and accurate records of information on beneficiaries are made and undertake regular data entry work as required.

 

,Job Responsibility #2: Planning, implementing, and reporting on Wash and Shelter activities (40%)

  • Assist the Project Coordinator to schedule and plan activities.
  • Work with the Project Coordinator/Officers/Assistants and with the Procurement team to prepare Bills of Quantity (BoQ).
  • Ensure that technical activities are completed on time and in accordance with agreed SOP/BoQs.
  • Ensure that standard operating procedures for activities are followed.
  • Ensure accountability procedures are followed.
  • Ensure that accurate records of relevant activities are kept.
  • Participate in regular entry of electronic data relating to activities.
  • Provide timely, transparent reports on activities to the Project Coordinator, and Monitoring, Evaluation, and Learning (MEL) team.
  • Support the Field Team in communication with the refugee and/or host community, partner organizations and Stakeholders.
  • Undertake verbal and written translation tasks as required.

 

Job Responsibility #3: Program Quality  (20%)

  • Assist the MEL staff with planning of monitoring of the Turkey response.
  • Assist in the review and validation of findings and provide feedback for improving the quality of activities.
  • Liaise with the logistics and procurement teams to ensure smooth running of activities.
  • Any other task as required by line manager.

 

QUALIFICATIONS

 

Education/Training

Required

  • Bachelor’s degree in civil or Architecture Engineering and equivalent professional experience.

Desired

  • Certification/training in PSEA, psycho-social support.

Experience

Required

  • Good report writing and documentation skills.
  • Very good computer skills, especially in MS Word and MS Excel.
  • At least 1 year of work experience in WASH and/or Shelter programming, specifically in drafting technical drawings, the development of Bills of Quantity (BoQ) & the technical scope of works and preparations of tender documents, with the support of the procurement team. 

 

Desired

 

  • Prior experience of working in a non-governmental organization (NGO).
  • Experience working in a community-based role.
  • Experience in data collection, coding & compilation.

 

Technical Skills

Required

  • Written and oral Very good in English and/or Turkish or Arabic language.
  • Technical capacity to review technical assessments, BoQs and other related documents.
  • Ability to provide necessary technical inputs and follow implementation plans, work plans, procurement plans.

Desired
 

  • Experience with remote management and/or working with teams across CARE operational areas.
