CARE International in Turkey provides assistance to people affected by the Syria crisis both in Syria and in Turkey. In Turkey, CARE supports Syrian refugees through a multi-sectoral response focused on protection, basic needs, and economic empowerment. CARE also assists communities affected by armed conflict and/or displacement in Northwest Syria, through its cross-border program. CARE implements humanitarian and development programs through many partners inside Syria in five sectors: Emergency Response, Livelihoods and Early Recovery, Protection and Sexual Reproductive Health, as well as WASH and Shelter with gender as crosscutting theme. CARE has also a directly implemented operation in Jarablus area (in Northern Aleppo).

We are looking for a passionate and highly qualified MEL Specialist to lead the Program Quality MEL unit, S/he will be working closely with a group of experts on standardization of MEL approached and defining MEL needs, priorities and objectives in addition to supporting CARE staff and partners to improve their own monitoring capacity. The MEL Unit is positioned under the Program Quality Department.

The MEL Unit assists senior management to demonstrate progress in achieving results and effectiveness from various donor-funded grants. MEL unit aims for the systematic incorporation of MEL information into programme and project design and implementation. The MEL coordinator will be work under the Program Quality (PQ) MEL department and will directly report to the MEL specialist. The key role of the MEL Coordinator will be ensuring the cross-border program and Turkey Program has a robust MEL system that meet the needs, expectations and requirements of CARE and donors. The MEL Coordinator will play key role in coordinating MEL inputs across the different sector within the cross-border program and Turkey program to ensure staff and partners understand CARE’s systems and process.

 

RESPONSIBILITIES

Job Responsibility #01                                                                                                                   |%30|

Ensure CARE Turkey has in place and applies a robust Monitoring, Evaluation and Learning system

  • Enhance standardization of MEL approaches across various sectors and implementation modalities
  • Ensure that CARE Turkey MEL systems are in line with CARE USA and CARE International requirements
  • Develop KPI (in line with CARE Global indicators) to measure performance quality and impact and ensure its integration into program designs.
  • Ensure the necessary MEL SoPs and guidelines are in place to serve the needs of the different program modalities.
  • Contribute to MEL inputs across the project cycle (needs assessment, the project design phase, partner kick off meetings on MEAL components, mid-term reviews and final evaluations).
  • Provide budget inputs on the necessary financial resources needed to fulfill each project’s requirements from MEL/PQ side.
  • Work with PQ MEL team and Gender and Protection Specialist to ensure CARE Turkey MEL tools and applied methodologies are gender and age sensitive
  • Under the leadership of the PQ Director, support the PIIRs reporting process on annual basis.
  • Lead development of quality TORs for evaluations and TPM and manage respective contracts
  • Maintain archiving structure for PQ MEL that is clear and accessible to the relevant stakeholders.

Support and maintain MEL System within project cycle:

  • Coordinate and lead the development of theory of change and M&E narrative plan for new projects
  • Support MEL specialist ensuring MEL costs are budgeted for..
  • Play key role in coordinating MEL inputs when it comes to donors reporting, proposal development across the MEL staff working operating under different sectors as requested by the MEL specialist.
  • Work with KML unit and MEL staff to collect the necessary learning data to be further processed, analyzed to inform decision making and program adaptation.
  • Review sample of the monitoring reports coming from partners and programs to ensure consistency across the MEL reporting and compliance with the CARE Turkey’s reporting requirements.
  • Work closely with programs and program MEL team to ensure CARE global indicators and donor indicators are reflected on project’s RWBs and tracked on a monthly basis.
  • Coordinate the calculation methods for multi-sectoral project indicators and oversee the reporting for the relevant multi-sectoral donor indicators during the reporting periods
  • In coordination with KML unit, facilitate the learning exercise for closed projects and ensure the involvement of all the project/program stakeholders

Manage and facilitate external consultancy services

  • Provide the necessary support and facilitate third party monitoring efforts for cross-border program as per the guidance of the MEL Specialist.
  • Lead the recruitment, planning, inception, implementation, revision and finalization of external monitoring consultancy services: TPM, Evaluation and other monitoring services if required.
  • Act as the focal point for the external agencies and consultants and maintain multi-sectoral coordination
  • Constantly follow the quality of received products from external agencies and flag any issues regarding quality, ensure all relevant parties are informed
  • Plan and manage external baseline/end line assessments (design the TOR, set the plan and the timeline)
  • Represent CARE Turkey in the MEL Community of Practice forum
  • Represent CARE Turkey MEL units in internal and external 

 

 

Education/Training

Required

  • At least Bachelor’s degree in a relevant subject

Desired

  • Master’s Degree in a relevant subject
  • Certifications in project management and/or MEAL related technical courses

Experience

Required

  • Minimum 2 to 3 years of technical and relevant experience in MEL or other relevant areas.
  • Proven experience working on research, monitoring, or evaluation activities
  • Strong understanding of Monitoring & Evaluation principles and processes, at system level. 

Desired

  • Proven experience in coordinating projects with a variety of internal and external partners and stakeholders
  • Experience working in limited access contexts and remotely
  • Proven experience managing qualitative& quantitative research, monitoring, or evaluation activities
  • Proven experience working with iNGOs and/or NGOs
  • Proven experience working in Syria context or in another emergency context
  • Familiarity with the Northwest Syria
  • Knowledge of or experience with Gender Based Violence and GBV response programming
  • Knowledge of or experience with Cash and Voucher Assistance (CVA) modalities
  • Familiarity with USAID grants

 

Technical Requirements

Required

  • Strong background in gender, age, and diversity
  • Excellent skill in MS Word, Excel, and PowerPoint (particularly in Excel)
  • Proven understanding of research methodologies and the nature of the evidence which will influence key decision-makers in the area
  • Proven experience in qualitative research methods
  • Proven experience in quantitative research methods
  • Strong background in research ethics

Desired

  • Fluency of the Arabic language (spoken, written)
  • Has an up-to-date certification in research ethics
  • Has an up-to-date certification or knowledge on quantitative research programs (such as SPSS, Stata)
  • Data visualization skills

 

Language Skills

Fluency in written and oral English. Must be able to read and interpret documents and communicate with others as necessary to perform job duties effectively.
