Position Summary

 

As a result of restructuring of the Program Quality unit in CARE Turkey, and after shifting the role of M&E unit to an advisory role, a new MEL position was needed in the structure in order to focus mainly on the cross-border program needs in Northwest Syria. The MEL coordinator will be directly reporting to the MEL specialist, the MEL Coordinator will work hand in hand with the MEL specialist and the MEL Manager to ensure the cross-border program has a robust MEL system that meet the needs, expectations and requirements of CARE and donors. S/he will be the main focal point for managing all the MEL related activities for two main projects Elevating Gender and WRC (and any similar project like those in the future) and ensure successful planning, implementation and completion of MEL activities. The MEL Coordinator will play key role in coordinating MEL inputs across the different sector within the cross-border program and ensure staff and partners understand CARE’s systems and process.

 

Job Responsibility #1

Crosscutting MEL support to cross border program:                                                                                           %60

 

  • Support the MEL Specialist and the MEL Manager develop and maintain CARE Turkey’s MEL system as needed.
  • Provide the necessary support and facilitate third party monitoring efforts for cross-border program as per the guidance of the MEL specialist.
  • Work on the development of key tools MEL, processes and workflows for cross-border program.
  • Play key role in coordinating MEL inputs when it comes to donors reporting, proposal development across the MEL staff working operating under different sectors as requested by the MEL specialist.
  • With support and guidance from the MEL Specialist and MEL Manager, strengthen the capacity of staff from CARE and partner on MEL related subjects.
  • With guidance from the MEL specialist, work with MEL staff under program on ensure all CARE and donors requirements are well understood and reflected on MEL activities plans
  • Ensure CARE global indicators are reflected on project’s RWBs and tracked on a monthly basis.
  • Support the collection of PIIRs data across the country office and support the PIIRs submission process as needed.
  • Work with relevant MEL staff to collect the necessary monitoring data to be further processed, analyzed to inform decision making and program adaptation.
  • Review sample of the monitoring reports coming from partners and programs to ensure consistency across the MEL reporting and compliance with the CARE Turkey’s reporting requirements.
  • Facilitate the reporting of a specific MEL indicators for internal reporting purposes requested by country office, MENA or HQ.

Job Responsibility #2

Manage and Coordinate the MEL requirement for WRC Project                                                                                %20

  • Liaise with relevant M&E, program staff, and operational partner(s) to ensure collaborative reporting, monitoring and evaluation of programming
  • Organize data validation and feedback meetings with program participants and stakeholders
  • Work under the guidance of WRC Research Advisor to adapt evaluation tools, forms, and procedures for cultural and contextual relevance
  • Lead on translation of evaluation tools and consent forms from English to Arabic
  • Lead on pilot-testing and reiterating of evaluation tools and forms according to evaluation protocols
  • Recruit local enumerators for qualitative and quantitative data collection in the program sites
  • Ensure data collectors understand and comply with WRC and CARE research ethics, safeguarding polices, protection policies, and codes of conduct
  • Oversee recruitment of participants for evaluation activities
  • Oversee and supervise field data collection activities, including securing confidential meeting space for activities; carrying out daily debriefings with data collection team and/or data collection supervisor; providing daily debriefings to WRC during data collection
  • Ensure prompt and reliable data entry including:
    • Lead on electronic data entry and data cleaning using Excel;
    • Lead on organizing and completing transcription of qualitative data
    • Collate and transmit monitoring data to WRC
  • Collate, safely store data, and safely transmit data to WRC

 

Job Responsibility #3

Manage and Coordinate the MEL requirement for Elevating Gender Project (and any other similar project in the future)                                                                                                                                                                             %10

 

  • Act as the main focal point for this project and engage with the relevant CARE Turkey staff as needed to cover the capacity building component of this project.
  • Join regular calls between CARE USA and CARE Turkey to provide updates and share progress on activities.
  • Support CARE USA with the necessary inputs in order to submit donor’s reports and progress updates.
  • Coordinate closely with partnerships manager and partnerships coordinator to engage with partners on capacity building initiatives

Support the MEL Setup of the Area Office                                                                                                              %10

 

  • Build and strengthen the capacity of the MEAL staff in Jarablous on MEL related subjects and support them understand CARE Turkey’s MEL system
  • Provide Area Office MEAL Coordinator with the necessary technical support as needed.
  • Ensure that all monitoring tools used in CARE Turkey is accessible to Area Office staff

QUALIFICATIONS

  • Bachelor’s Degree in International Development or another relevant field; or experience equivalent.
  • Minimum 2 to 3 years of technical and relevant experience in MEL or other relevant areas.
  • Strong understanding of Monitoring & Evaluation principles and processes, at system level.

  • Proven experience in coordinating projects with a variety of internal and external partners and stakeholders

  • Strong background in gender, age, and diversity

  • Proven understanding of research methodologies and the nature of the evidence which will influence key decision-makers in the area

  • Proven experience in qualitative research methods

  • Proven experience in quantitative research methods

  • Strong background in research ethics

  • Excellent skill in MS Word, Excel, and PowerPoint

  • Experience working in limited access contexts and remotely

  • Being creative in finding alternative methods when access is not available

  • Full professional proficiency in English

  • Excellent English writing skills and analytical skills

  • Fluency of the Arabic language (spoken, written)

  • Master’s degree in Sociology, Social work, Economics, or related field
  • Proven experience managing qualitative research, monitoring, or evaluation activities

  • Proven experience managing quantitative research, monitoring, or evaluation activities

  • Familiarity with the Northwest Syria

  • Knowledge of or experience with Gender Based Violence and GBV response programming

  • Knowledge of or experience with Cash and Voucher Assistance (CVA) modalities

  • Familiarity with USAID grants

  • Has an up to date certification in research ethics

LANGUAGE SKILLS 

  • Fluency in written and oral English. Must be able to read and interpret documents and communicate with others as necessary to perform job duties effectively.
  • Fluency in Arabic. Must be able to communicate with others as necessary to perform job duties effectively. Must be able to read documents in Arabic in order to review them for quality.
