CARE Turkey is looking for a Monitoring, Evaluation and Learning (MEL) Coordinator for Protection and Sexual Reproductive Health (SRH) program as part of its cross-border operation. The MEL Coordinator will be part of a team that implements standalone and integrated protection, GBV and SRH projects in the North West Syria context. Under the direct supervision of the Protection and SRH Program Manager, and technical support from MEAL Specialist, the MEL Coordinator’s main responsibility will be providing strong coordination of the Protection and SRH program’s MEL system, enhancing the quality and accountability of the program’s work implemented directly and through implementing partners.

 

This role will drive the consolidation of the Protection and SRH program’s MEL approach across partners and the projects. S/he will work in close coordination with Project Managers to continuously improve project level MEL with specific focus on the following areas: qualitative and quantitative data collection, assessment scheduling and coordination, data analysis and use, and quality monitoring. The MEL Coordinator will ensure that all partner projects are continually monitored for their effectiveness and appropriateness and that lessons are documented and communicated to inform on-going implementation and future programming. S/he will guide partner teams in achieving outcome/impact focused projects and accountability to beneficiaries in line with international standards. In addition, s/he will support CARE’s MEL staff inside Syria with trainings, designing MEL tools required for the projects and reviewing MEL reports to be submitted to donors.

 

Overall, the MEL Coordinator will coordinate MEL across the protection and SRH program to ensure a standard level of quality and that learning, and accountability systems are working effectively.

 

RESPONSIBILITIES AND TASKS

 

Job Responsibility #1 MEL System Coordination and Implementation:          % 40

  • Coordinate closely with the PQ MEL team and facilitate MEL across the program to ensure a standard level of quality and ensure that all the relevant program staff know, meet, and apply CARE MEL minimum standards.
  • Ensure up to date Result Workbooks (RWBs) and MEL tools for all projects agreed with partners and program teams.
  • Track and monitor the projects’ indicators and report its progress timely.
  • Ensure MEL tools are in line with the standard developed package for partner, CARE and third-party monitoring and coordinate periodic reviews of the tool package.
  • Ensure SADD data and data on gender dynamics is regularly collected and used in analysis.
  • Coordinate and ensure that CARE’s partners are using agreed upon and standard CARE’s registration and verification procedures at the field.
  • Use monthly data to produce information at program level in accessible and visible formats and encourage a culture of data use and evidence-based decision making within the program.
  • Build an evidence base from MEL reports, assessments and analysis to inform program management’s decision making on areas related to protection and SRH programing.
  • Strengthen data analysis and use across the program by ensuring program teams have the MEL information they need for program review and design.
  • Ensure effective coordination of MEL led assessments, surveys and evaluations, as well as the analysis and dissemination of findings.
  • Participate in learning activities by providing with sufficient information gathered thorough monitoring and evaluation and to support continual improvement of projects.
  • In close coordination with the Accountability team, receive regular, timely and context-specific, meaningful feedback from beneficiaries and partners and contribute to improvement of the program based on those inputs.
  • Provide the necessary and needed support to CARE M&E team inside Syria in relation to protection and SRH program monitoring and evaluation.

 

Job Responsibility #2 Partner’s Support and Compliance:     %30

  • Ensure that all the relevant partner staff know, meet, and apply CARE MEL minimum standards for each grant/project.
  • Ensure positive and effective on the job coaching from CARE MEL team to partner MEL staff.
  • Provide constructive feedback on MEL outputs to partner MEL teams and track MEL related issues in the MEL issue tracker, focusing on finding supportive solutions.
  • Contribute to partnership monitoring by participating in partner review meetings and processes.
  • Provide/plan training and capacity building to partners on MEL areas that require improvement as per capacity development plans and ad hoc.
  • Ensure positive and effective communication are established between the partners and CARE MEL staff.
  • Ensure that staff and partners fully understand the function of MEL in quality assurance and strengthen a culture of open reflection and improvement.
  • Ensure follow up monthly meetings with partner’s focal points (face to face and/or online)

 

Job Responsibility #3  Team Management and Capacity Building:      %20

  • Provide direct supervision of the MEL Officers through the performance review process.
  • Identify training needs of CARE staff and conduct trainings to address the capacity gaps, in collaboration with their line-manager, PQ and the human resources department.
  • Provide capacity building trainings to CARE’s MEL team inside Syria on protection and SRH specific MEL tools and approaches.
  • Ensure maximum ability to manage team and workload by efficient delegation of tasks, macro management, and careful monitoring of work/life balance.
  • Provide necessary support for MEL Officers occasionally, including filling in the gaps, support on daily tasks and coordination with partners and/or program teams.
 
 

 

 

Job Responsibility #4 Reporting:  %10

  • Ensure timely and quality submission of MEL sections of donors’ monthly, quarterly, semi-annually, and final reports.
  • Coordinate all donor’s/CARE related MEL reporting deadlines and work closely with MEL officers, partners, and program team on meeting those deadlines. 
  • Ensure familiarity with all donor’s/CARE reporting requirements (template, SADD, content, Etc…) 
  • Ensure all MEL reports are reviewed by MEL and program staff and that constructive feedback is given to partner staff with relevant follow and support provided.
  • Follow up with program team on the implementation of the key recommendations coming from MEL reports. 
  • Lead the monthly data submissions for beneficiary’s data and RWB between partners and CARE,

Other:

  • Represent CARE in external meetings when applicable and requested.

 

 

QUALIFICATIONS

Education/Training

Required

  • Bachelor’s degree preferably in the field of social sciences, public health, statistics or development studies
  • Certification in MEL related technical course

Desired

  • Certification in project management 

 

Experience

Required

  • Minimum 3-years of professional experience in MEL working with NGOs in humanitarian setting
  • Minimum 2-year team management experience with an NGO
  • Experience in MEL of protection and SRH programs
  • Experience in managing MEL activities remotely

Desired

  • Experience in working with local partners

 

Technical Skills

Required

  • Thorough knowledge in quantitative and qualitative data collection methods, and analysis
  • Extensive experience in data/database management
  • Ability to work both in an advisory and a hands-on implementation capacity
  • Strong skills in excel and other data management software
  • Proven capacity to supervise, train and coach staff
  • Ability to speak, read and write fluently in Arabic and English
  • Ability to facilitate/conduct technical trainings for staff in a remote setting
  • Ability to write clear and effective assessment and project reports
  • Excellent communication and influencing skills across a range of stakeholders, but particular with partners
  • The capacity and willingness to be extremely flexible and accommodating in demanding working circumstances

 

LIVING CONDITIONS

Location:   Gaziantep

Expected percentage of time traveling   

  •    Field visits in Turkey as required
  •    Field visits inside Syria- 20%           

Special Conditions                                                      

Visit to Partners offices and attending workshops in Turkey. Based on requirements of direct program implementation in Jarablus, NWS, this position might be requested to conduct field visits inside Syria.
