The primary purpose of this role is to support CARE Türkiye’s operations through timely and appropriate government liaison actions for all CARE Türkiye’s Refugee response in Southeast of Türkiye operations in the cities that CARE Türkiye has registration and play a key role within referral mechanism in the cities that CARE Türkiye has registration.
Managed by the External Affairs and Public Relations Director and working in collaboration with other members of the technical and field staff, the Liaison Coordinator will be responsible for mapping, relationship building and liaising with government, non-governmental, social, and municipal services in the programme operational area to facilitate CARE Türkiye’s programs.
- Identify, map, keep updated the governmental, municipal, social and non-governmental services available in the area of operations at district level, including establishing connection and liaison with them.
- Develop and operationalize referral pathway with the humanitarian and state actors in line with international humanitarian principles and make sure the referral mechanism works smoothly with the support of Case Management Team members.
- Contribute to high quality implementation of CARE refugee response.
The Liaison Coordinator (LC) will build and maintain strong working relationships with relevant State authorities such as all relevant Governor Offices, Deputy Governors, Coordinator Governors and all line Ministries representatives, Sub-Governorships, Municipalities, Universities, Local NGOs and INGOs etc.) and other key stakeholders, such as mukhtars / community leaders in the location that CARE Türkiye has permission to work such as Adana and Hatay. The Liaison Coordinator, with the support of the External Affairs and Public Relations Director will act as the regular point of contact in CARE Türkiye for these varied stakeholders in these locations and maintain the referrals.
The Liaison Coordinator also will work very closely with CARE Türkiye Program Team members, Sector leads and the ACD - Türkiye to ensure that they receive productive and timely support. The Liaison Coordinator is expected to be a key person in between CARE Türkiye Team and other State representatives such as Governor Offices, Provincial Government bodies such as PDMMs, Provincial Line Ministries, District Governors, Municipalities.
Under the line management of the External Affairs and Public Relations Director, the Liaison Coordinator is expected to support in the process of reviewing and assessing multiple partners with a view to developing relationships with existing and potential partners in case if CARE Türkiye decides to work with the Local Partners. The Liaison Coordinator will assist in assessing their suitability for a partnership by using institutional assessment tools available within CARE Türkiye to determine partner strengths, weaknesses, capacity and capability to implement programs.
The Liaison Coordinator will be based in Adana.
RESPONSIBILITIES
Job Responsibility #1 Identify, map, keep updated the governmental, municipal, social and non-governmental services available in the area of operations at district level, including establishing connection and liaison with them (30%)
- Develop and keep updated a service mapping inclusive of humanitarian, non-governmental, state, municipal, social community-based actors and their services provided for the area of operation particularly in Adana and Hatay ,
- Build a positive relationships and liaise with the Governmental, Municipal, Social and Non-Governmental actors on the service mapping and update them on the services provided by CARE Türkiye in the area of operation such as Adana and Hatay ,
- Liaise closely with Liaison working groups and other agencies focal points in area of operation to avoid overlaps and improve meaningful relationships with the agencies on the service mapping,
- Support CARE Türkiye Project Managers in their tasks include communication, involvement or approval from relevant GoT institutions when needed,
- Develop and implement Standard Operating Procedures (SoPs) for Liaison related operations and tasks,
- Support Case Management Team members to establish referral pathways as per CM/IPA SoP
- Operationalize referral pathways with the support of Case Management Team members for state actors and other agencies,
- Liaise with Legal Aid, Protection Outreach, CM and IPA in case of support request from municipalities and other agencies.
- Plan and coordinate the tasks with External Affairs and Public Relations Director to priorities and follow up in respective duty station(s)
Job Responsibility #2 Identify, assess and build/maintain relationships with current & potential partner organizations including the Provincial GoT Institutions such as Municipalities, Local Governorates, Universities, Private Sector initiatives and Local and International NGOs (30%)
- List and map and support with the assessment of a number of potential partners to determine their suitability to work with CARE Türkiye. Assessments will include the analysis of mutual values, principles, governance, structure, accountability and management systems and should be undertaken through use of agreed, standardized tools,
- Keep coordination with the CARE Türkiye’s Partnership department and follow up Partnerships requirements as needed,
- Lead the development of MoUs and partnership agreements required by the Program and Project Managers,
- Follow up with partners on MoUs and report it liaison with the Line Manager,
- Support the Program leads to regularly review the partnerships, and ensure that any issues or disputes are resolved in a timely manner,
- Support the Program leads to communicate CARE’s policies and procedures, arranging training and induction as required,
- Provide translation in meetings where necessary,
- Develop Memorandum of Understanding (MoUs) and Partnership agreements,
- Follow up with Partners on MoUs and Reporting when needed,
- Identify and lead the response to partner capacity-building needs,
- All MoUs/ Permission Letters from the government of the assigned districts—drafting, tracking files (new, renewal, amendment),
- Support the follow-up and facilitate permissions for visitors, travel and access to program areas if required.
- Ensure all tasks are planned and coordinated with the External Affairs and Public Relations Director to follow up in respective duty station(s),
Job Responsibility #3: Act as the focal point for CARE Türkiye’s Refugee response operations liaison and relationship tasks in relevant registered Cities. (25%)
- Identify key government actors and appropriate approach routes for NGO communications and relationship building.
- Supports in all Government related activities MOs, Permission letters from Governor Office, developing a strong network with the Cites that CARE Türkiye has registration such as Adana and Hatay
- Act as focal point for all Liaison related actions for the CARE Türkiye’s refugee Program Team,
- Keep coordination between CARE Türkiye and relevant Government Institutions relevant to CARE Türkiye’s operation,
- Support CARE Türkiye’s operations by acting as the focal point between the GoT bodies such as District Governorates, Municipalities, Provincial Governmental, Provincial Line Ministries, NGO Directorate etc. based on the request by team members.
- Act as the focal point to submit petitions to the relevant authorities related to in in-kind donations, kind donations notifications,
- Keep coordination with CARE Türkiye’s program support team to ensure custom regulations are followed and relevant petitions and notifications are submitted.
- Develop and implement Standard Operating Procedures for Liaison related operations and tasks,
- Map out and work to build and maintain strong working relationships with the GoT bodies actively working on the ground with different tasks,
- Support the Program team in matters pertaining to operational Safety & Security, working with the External Affairs and Public Relations Director and Assistant Country Director (ACD) Refugee Türkiye Response and Safety & Security staff
- Regularly coordinate with Liaison staff from other INGOs and national NGOs in order to ensure inter-agency learning.
- The Liaison Coordinator may also be occasionally required providing a supporting role in liaison at national level,
- Follow up filing the Document Registration Books to be updated and comply with the Turkish regulations as needed as well as filing the Incoming and outgoing Governmental or external official letters.
- Follow up and coordinate the Decision Book with CARE Admin Team and ensure that the decisions planned to be taken is comply with the Turkish regulations.
- With the condition of coordinating with the Line Manager Act as Focal point in Adana and Hatay level to follow up the petition submissions or other relevant tasks required by CARE CD, ACD, HR, Finance, Admin Team.
- Coordinate the events preparation that planned with State Representatives Institutions
- Ensure all tasks are planned and coordinated with the External Affairs and Public Relations Director to follow up in respective duty station(s),
Job Responsibility #4 Other program-related duties and performed other duties assigned (15%)
- Maintain a database of refugee numbers in Türkiye in the locations that CARE Türkiye has permission to have activity, regularly updating this with new information from reliable sources
- Join to the Monthly Governmental Coordination Meetings with coordination with the Supervisor.
- Assist with tasks relating to program development, including assessments.
- Support with tasks relating to visitors from the CARE International Confederation or donor representatives.
- Represent CARE Türkiye at NGO coordination meetings if required.
- Produce monthly reports on liaison, coordination and partnership activities for dissemination within the Program Team and the Senior Management Team if required,
- Information & Documentation: Collect relevant information from relevant stakeholders to prepare reports, information & communication products and operational decision-making as and when needed.
- Support all work permit related residency follow ups might come from the Directors and CARE Türkiye’s core team.
- Ensure all tasks are planned and coordinated with the External Affairs and Public Relations Director to follow up in respective duty station(s),
QUALIFICATIONS
Required
- Bachelor’s Degree in social sciences or a relevant subject – Master’s Degree preferred
- Fluent spoken and written Turkish,
- Very good spoken and written English,
- Familiarity and Good understanding of Turkish social services system and functions of Government Institutions
- Good contacts in the local governance and government in the operational area
Desired
- Spoken Arabic
- Experience of referral mechanisms
- Experience of community-based work
- Experience implementing case management activities
- Strong networking and contextual familiarity,
Experience
Required:
- Experience of social work and/or implementing protection activities
- Experience of liaising/coordinating activities with other organizations
- Experience of working/volunteering with humanitarian NGOs
- At least four years of work experience in social services sector
Desired:

- Contextual knowledge,
- Arabic language will be an advantage.
Technical Skills
- Good understanding of INGO/NGO and humanitarian work,
- Good understanding of Humanitarian Standards,
