Job Summary

CARE Turkey Cross border program, in association with partner organizations, is providing humanitarian aid to alleviate the crisis in Syria. Due to access and security issues, CARE is working with partners to deliver aid in northern Syria. CARE is implementing multiple grants through partnerships, and is committed to expanding the partnership base for future programming, as well as initiating direct implementation.

The main purpose of this role is to provide close support for CARE IV Officer. Which will contribute to enhancing the quality and accountability of our work and the work of our Partners.

 

This role will be directly managed by the cross-border Independent Verification Officer, to provide constant support on (1- planning the Independent Verification activities “Per Sector” on monthly bases, plus keep IV plans UpToDate based on the program updates, (2- contribute to the Independent verification development, administrational process, field level capacity building, high attention to the Independent Verification archiving system,

 

He/she will assist the Independent Verification Officer on the following activities;

receiving program monitoring request, unpack program monitoring requests requirements (modality, criteria), validation of the monitoring tool to ensure it fit the purpose, and support the overall monthly work plans, in addition to support the monthly reporting process like drafting/reviewing the monthly independent verification report and work closely with the office workers on tracking the most important monitoring finding within Independent Verification tracker, undertake the preparation of the monitoring consultants payments on monthly bases ,plus contribute to the development of the IV SOPs and tools to increase the quality of the IV outcomes, as it it will support to increase the quality of care programing.

 

Job Responsibility #1

IV Preparedness and Planning                                                                                                   50%

 

  • Support the implementation of the Independent verification from the Gaziantep Office.
  • Contribute to the monthly program\IV meetings to ensure monitoring requests are received on a clarified, understood manner and documented in organized manner.
  • Support IV officer on unpacking and documenting program monthly monitoring requests in terms of modality, criteria, monitoring sample, activity outcome, to be ready for data collection and sharing with field monitoring consultants,
  • Review programs monitoring requests tools with IV officer to ensure its compatible with the type of the monitoring request and fit to propose.
  • Ensure all planned monitoring visits are reflected on the master monitoring plan regularly.
  • Keep a daily active communication line with the senior monitoring consultants and program team to address all monitoring consultants Inquiry related to program monitoring request.
  • Support the IV officer on tracking the progress of monitoring requests on a daily manner from the field level, to report back any update or deviation that occurred or might occur during the progress of the request.
  • Provide the necessary support to collect and organize monitoring consultants documents on a monthly basis
  • Provide Support to the IV officer and coordinator to conduct MC recruitment, management and payment as per internal agreed processes as instructed by IV coordinator.

 

Job Responsibility #2

Reporting & Analysis of IV data:                                                                                                  40%

 

  • Close supervision of the independent monitoring office worker to ensure that the data validation of the IV monthly reports against its raw data is been conducted for each reports before it’s been shared with program team.
  • Work with IV team and reporting consultants on producing the IV analysis and reporting based on the needs of each sector.
  • Participate on a regular meeting with IV assistant, office worker and the relevant MCs to discuss reporting needs also to share program feedback on IV findings.
  • Work with IV team to ensure all red flags observed by the MCs inside Syria has to be reported to the right program focal point rom programs within 24 hours
  • Work closely with the IV officer to review the program monitoring requests reports to ensure all the monitoring findings are being reported in a clear and accurate manner.
  • In coordination with the IV officer, report all the produced flash reports by the IV field team to the relevant program team in understood, straight to the point and timely manner.
  • Ensure all the independent monitoring findings reported by IV field team through flash reports or monthly reports are been filled within the IV tracker.
  • Provide sufficient support to IV team on collecting information/ findings/ successe stories to contribute to Donor/external reports or requests.

 

Job Responsibility #3

Documentation of IV:                                                                                                                       20%

 

  • Support the preparation of the IV field team monthly payment documentations based on IV officer instructions to ensure IV field team received their salaries on timely manner.
  • Ensure all the documents related to the program monitoring request are being archived on CARE archiving system in an organized manner, accessible by all the relevant stakeholders
  • Conduct an ongoing extraction of data collection gaps from the reported (flash reports /IV findings) on the field level to be discussed and addressed with the Iv team.
  • Contribute to the development/revision of the IV monitoring standard tools to reflect the IV field team points of view during the revision
  • Support in coding, translation and development of paper versions of CARE key tools to be used IV Field team.
  • Work with IV officer and IV office worker on archiving IV documents and reports according to PQU archiving structure.

 

Qualifications

Essential

 

  • 1-year minimum experience in the humanitarian sector
  • Conducting surveys/assessments or other relevant experience
  • Strong experience in knowledge or database management.
  • Strong skills in Ms Office, esp. Excel and Access; and other data management software.
  • Good communication and inter-personal skills.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy.
  • Commitment to the aims and principles of CARE International (esp. Humanitarian Ethics)
  • Strong analytical and reporting skills with attention to detail.
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

Desirable

  • Previous experience working in humanitarian programmes
  • University education with a focus on IT skills and/or Statistics.
  • Familiar with Data Visualization Software.
  • Knowledge of and experience using open source platforms such as Open Data Kit (ODK), Ona.io, KoBo Colllect, Zoho Reports.
  • Arabic and English (written and spoken) highly advantageous.
