CARE Turkey is committed to advancing gender equality and the empowerment of women and girls through humanitarian action. Humanitarian response has the potential to increase and reinforce, or reduce, existing gender inequalities. Consequently, CARE Turkey is searching for an experienced Gender in Emergencies Specialist to lead on advancing efforts to meet the needs of people of all genders, ages and abilities through applying a gender equality approach to humanitarian action.

 

Under the supervision of the Director for Program Quality (DPQ), the GiE specialist will focus on advancing the four key pillars under CARE’s GiE work across CARE Turkey programming (both inside NWS and in Turkey), including minimum commitments for technical sectors (such as Gender and Protection mainstreaming), Life free from violence (focusing on response to GBV in emergencies), Women Lead in Emergencies, and supporting the implementation of regular gender analyses. Moreover, specific focus will be put on advancing gender transformative programming of the country office.

 

RESPONSIBILITIES

Job Responsibility #1 Ensures sectoral commitments on gender and protection mainstreaming are in place and are being implemented    % 20 

  • Works with XB and TP teams to develop action plans for gender and protection mainstreaming
  • Ensures all program and partner teams have good understanding of sectoral gender and protection mainstreaming commitments and ability to implement relevant actions
  • Ensures quarterly reviews of those plans and of implemented actions
  • Develops/identifies training material and tools for key gender and protection mainstreaming areas,
  • Provides training to CARE and partner staff when necessary,
  • Works on empowering program and PQ teams to take ownership of mainstreaming across sectors

 

Job Responsibility #2 Advance gender transformative programming of the CO    % 20 

  • Develops comprehensive ToC for CARE Turkey to move the programming across sectors and modalities to gender responsive and transformative levels, including but not limited to with specific focus on youth and adolescents
  • Builds CARE Turkey staff and partners capacities on social norms change approaches to be able to integrate them to programme design and implementation
  • Ensures social norms change methodologies are integrated (including engaging men and boys and key influencers at different levels) to advance gender equality and gender transformation across sectors and project components
  • Identifies entry points for norms changing programming

 

Job Responsibility #3 Ensures CARE Turkey programming considers GBV risk mitigation across humanitarian programming    %20 

  • Ensures CARE Turkey is following CARE’s global framework for addressing GBV in emergencies
  • Works with program teams to ensure referral pathways for GBV case management and SRH services are in place
  • Develops/identifies training material and tools for GBV sensitive programming, provides training when necessary/coordinates with CARE Turkey protection teams to provide needed trainings to other sectors

 

Job Responsibility #4 Facilitates advancing women’s voice and leadership in humanitarian action   %15 

  • Works with program and PQ teams to advance women role in community consultation and programmatic design
  • Ensures CARE Turkey’s accountability systems are gender inclusive and encourage women and girls to share their voices
  • Ensures women’s needs and feedback are at the center of CARE Turkey programmatic and strategic decision making
  • In collaboration with Program managers, develops strategy for CARE Turkey engagement with WLOs, WROs, women groups and networks and follows up on its implementation
  • Ensures CARE Turkey enables and amplifies voices of its female staff members and creates female friendly and gender empowering work environment

 

Job Responsibility #5 Ensures CARE Turkey conducts regular Rapid Gender Analysis and that MEAL tools and approaches are integrating gender   % 15 

  • Ensures that gender analysis is in place and that it is regularly updated and made available for program decision making. Ensure follow up on the recommendations made.
  • Ensures proper budgeting for RGAs
  • Ensures gender is mainstreamed to any planned or ongoing assessments
  • Acts as a focal point for any Turkey/NWS dedicated RGAs
  • Ensures MEAL teams have necessary capacity to create gender sensitive tools, at a minimum
  • Periodically reviews the tools, process and systems that allow the program to embed gender sensitivity and transformative approaches in CO design and implementation processes
  • Works closely with M&E staff (CARE and partner), and KM and Learning Manager to ensure use of specific gender responsive and transformative M&E methods and monitoring and evaluation of gender specific outcomes and impacts.

 

Job Responsibility #6 Coordination, advocacy and learning    %10 

  • Produce a CARE Turkey GiE Strategy aligned with the Protection and Programme strategy for the CO, including key performance indicators and quality benchmarks, and report against the strategy.
  • Work closely with Regional GIE and Protection Advisor on identifying necessary support at the regional and global level, and on documenting best practices from the CO,
  • Attends relevant coordination fora (external Areas of Responsibility meetings, working groups and task forces)
  • Cooperates/coordinates with relevant CARE networks (GiE community of practice for MENA, CIGN, GBViE CoP, etc.) and external stakeholders such as donors and strategic partners,
  • Leads the capturing of learning and sharing of best practices on gender in emergencies and gender transformative work within CARE Turkey,
  • Participate in interagency assessments by ensuring gender-sensitive data collection and analyses are in place, as and when deemed appropriate.

 

QUALIFICATIONS

Essential

  • Bachelor or Master’s Degree in Gender Studies, Social Work, International Relations, Conflict transformation, Development studies, or related discipline.
  • Four to six years of experience working on gender and protection programmes in humanitarian contexts, including experience of field-level management of complex humanitarian response and resilience programs; and all phases of the project/program cycle.
  • Proven experience of successful capacity-building of humanitarian field staff and partners on gender and protection concepts, theory and practice.
  • Strong communication skills, with excellent written and spoken English.
  • Ability to work in multi-cultural team.
  • Commitment to CARE Core value and principles.
  • Excellent communication and writing skills
  • Strong networking capability
  • Ability to organize and facilitate training sessions
  • Ability to develop capacity building frameworks and work plans
  • Experience developing and implementing strategies and ToC
  • Fluency in English is essential. 

 Desirable

  • Six plus years of experience in not-for-profit organization with experience in complex emergency environments
  • Extensive experience in mainstreaming gender, use of gender analysis tools and other approaches.
  • Arabic and/or Turkish language skills

LANGUAGE SKILLS 

Fluency in written and oral English. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.   Excellent report writing skills.
