The Emergency Response Project Manager will be a key position within CARE Turkey's emergency response team managing projects in northern Syria. Working remotely, s/he will recruit, manage, and gradually strengthen the capacity of a small team of Emergency coordinators, officers, and field consultants responsible for managing the Emergency Response projects implemented by CARE’s partners including Rapid response, Basic needs support and Winterization response. Where identified the needs match CARE's capacity to respond, the project manager will oversee implementation of emergency response activities, including the distribution of both in kind and cash assistance responding to the emergency food, NFI and WASH needs. The Project Manager and his/her team will also support other programs in implementing programming as needed and will represent CARE externally in coordination mechanisms in Gaziantep. This position will report to the food security and Emergency Program Manager and will work closely with the Emergency project managers other Project Managers overseeing projects in northern Syria, the Partnerships Manager, Program Quality Unit Manager, and Safety and Security Manager

 

RESPONSIBILITIES

Job Responsibility #1 Project Implementation | % 60 |

  • Manage sub-grants to implementing partners responsible for implementing emergency response activities
  • Recruit remote consultants and train them in their roles.
  • Provide daily coaching and mentoring to consultants and partners; arrange training for consultants/partners as relevant/possible
  • Review and Modify CARE’s Emergency Response Standard operating procedure according to context changes.
  • Review and Develop the standard operating procedures including but not limited to One-off cash distribution, restricted vouchers, and in-kind distribution SoPs.
  • Develop project tools, including but not limited to Rapid Needs assessment tools and reports, Context updates reports, warehouse management tools, and emergency reports
  • Ensure project activities are on track and adhere to project proposal, budget, and donor and CARE regulations.
  • Oversee ongoing Emergency projects across CARE’s emergency response program to ensure proper intervention of CARE’s Emergency projects and provide external data for Emergency project implementing agencies in NW Syria.
  • Support the startup of CARE’s direct emergency response by providing technical training, coaching, and follow with the newly hired team.
  • Share assessment reports and engage with relevant humanitarian actors to ensure operational coordination of Emergency activities
  • Working closely with PQ MU team, ensure necessary monitoring systems, tools and guidance are in place
  • Support M&E and technical teams with monitoring and data collection activities for other projects as needed
  • Prepare donor updates and reports as needed

 

Job Responsibility #2 Financial/Asset Management | % 15 |

  • Support procurement and financial processes related to the projects, and ensure they are in line with CARE policies and procedures
  • Review and authorize all necessary Project expenditures related to the Emergency response component of projects
  • Ensure that Project expenditure is being coded correctly and consistently (that is allocated to correct budget lines) and the donor funds are used solely for the purposes for which they were granted and under relevant CARE CO and donor guidelines.
  • Working closely with Partnerships Manage and finance team to review and approve partner expenses and finical reports.
  • Ensure regular payment of consultants based on continuous performance management and monitoring
  • Check the monthly Project financial report for accuracy and appropriateness. Regularly discuss with the Finance Manager concerning financial reporting issues, errors, trends, payment delays, and related matters.
  • Monitor monthly expenditures against the approved budget. Review expenditure projections to ensure that expenditure stays within budget. Significant actual or anticipated expenditure variances against the budget should be included in the monthly report to line management together with any recommendations for changes to the budget.
  • Review and finalize project financial reports to donors 

 

Job Responsibility #3 Personnel Management  | % 15 |

  • Develop, define and maintain updated job descriptions for the Emergency response Project team including the Coordinator, officers, and consultants, which delineate the roles and responsibilities of the team.
  • Work with line management and Administration Section regarding the recruitment of consultants, ensuring that CARE's recruitment/procurement procedures policies are followed.
  • Ensure that all staff clearly understand their roles and responsibilities. Based on their job descriptions monitor staff performance and provide constructive feedback to staff in line with CARE CO Performance management procedures.
  • Identify the key skills required by all Project staff to effectively fulfill their designated roles and where necessary suggest or plan staff training to fulfill such needs as well as provide on-the-job training and coaching/mentoring.
  • Ensure that staff participates in the development of project weekly/monthly work plans.
  • Work closely with the Partnerships Manager to support partners to manage their day-to-day activities and staff performance
  • At all times ensure the safety and security of all Project staff in line with CARE COs policies and procedure 

 

Job Responsibility #4 Program Development and Capacity building  | % 10 |

  • Contribute to the development of new programs and the preparation of proposals and budgets
  • Lead the emergency-related capacity-building plan of the ER team in CARE’s direct staff in Syria
  • Lead the partners’ capacity building related to the emergency and CVA capacity and work to develop CARE’s implementing partners’ capacity in Emergency response, readiness plan and response plan.
  • Review and develop CARE’s partners CVA SoPs and roll out CARE’s SoPs to ensure high-quality programming 

 

 

QUALIFICATIONS

Education/Training

Required

Bachelor’s Degree in Humanitarian Response, Development Studies, or relevant technical field

Experience

Required

  • Over 3 years of relevant work experience, of which at least one is a not-for-profit humanitarian organization in a management position managing Emergency programming.
  • Experience in implementing and applying CVA for programming, with program monitoring, coordination, and information management.
  • Demonstrated ability to work in partnership with other organizations.

Desired

  • Ability to identify and implement opportunities for innovation.
  • Ability to work within coordination mechanisms and as necessary represent CARE in external meetings
  • Strong communication skills, both written and verbal
  • Demonstrated experience in Project Management and Emergency programming across borders.
  • Strong understanding of gender issues and experience in integrating these into program practice.
  • Ability to work with; support and influence others

 Technical Skills

Required

  • Program experience in complex emergency contexts.
  • Experience in implementation of emergency and basic needs type of programming
  • Excellent planning and organizational skills.
  • Excellent command of Excel and other data management software
  • Good oral and written communication skills.
  • Fluency in English and Arabic

 Desired

  • Strong coaching, training, and mentoring skills.
  • Gender awareness and a commitment to gender equality.
