The Data Management (DM) Manager will lead the development, rollout, maintenance and continuous improvement of crucial data management systems for CARE Turkey Country Office. The primary function of the role will be building efficient data management systems for the three program modalities of CARE Turkey by shifting towards data digitalization as possible. S/he will be leading the DM unit and managing the DM staff, in addition to developing guidelines, policies and SoPs that help CARE and its partners maintain a high level of data quality and reliability. Also, S/he will be focus on the analysis of key performance indicators and data coming across CARE Turkey to generate knowledge that informs the decision making process that contributes to improving the quality of CARE services across Turkey/Syria. The DM Manager will report directly to the Deputy Director of Program Quality and will work closely with the MEAL Manager and Program Managers on taking CARE Turkey’s DM systems to the next levels.

RESPONSIBILITIES AND TASKS

 

Job Responsibility #1   %40

Build Data Management System for CARE Turkey Country Office:

  • Develop and maintain solid and efficient data management systems for CARE Turkey country office.
  • Ensure each of CARE’s program modalities has fit for purpose databases/software to store and manage beneficiaries data.
  • Formulate techniques for quality data collection to ensure adequacy, accuracy and legitimacy of data
  • Devise and implement efficient and secure procedures for data handling and analysis with attention to all technical aspects
  • Establish rules and procedures for data sharing with upper management, external stakeholders etc.
  • Monitor and analyze information and data systems and evaluate their performance to discover ways of enhancing them (new technologies, upgrades etc.)
  • Ensure digital databases and archives are protected from security breaches and data losses
  • Ensure data management team are troubleshooting data-related problems and authorize maintenance or modifications as needed.
  • Lead and maintain CARE’s data protection protocols ensuring alignment with Turkish law and ensure DM staff are regularly conducting spot checks across CARE Turkey programs.
  • Develop and maintain master database/s in order to better track CARE’s beneficiaries reach across different programs/sectors.
  • Provide technical support for FCRM system and ensure ongoing technical maintenance of the online complaints system.
  • Assist program and MEL staff with reports generation and data extraction when needed
  • Ensure DM is Supporting CARE staff and partners in the daily use of data systems and ensure adherence to CARE’s data standards
  • Coach and mentor MEL staff on how to establish rules and methods for data quality checks and ensure that datasets are clean and reliable.
  • Continually develop data management strategies to address data needs.

Data Analysis, Visualisation and Reporting:

  • Work with DM team to conduct data analysis and generate knowledge that supports decision-making.
  • Communicate key results with self-serve tools (dashboards, analytics tools) targeting various stakeholders from programs and senior management.
  • Work with the DM tea mon building and maintaining reports, dashboards, and metrics, in addition to monitoring the integrity and validity of the data, reported.
  • Oversee and manage the data management team during the reports producing process.
  • Monitor and guide the data system and evaluate the data process to enhance information sharing products.
  • Provide technical support to DM team in order to reflect CARE Turkey’s area of operations using QGIS, Carto, PowerBI, and any other suitable software.
  • Work with MEL Manager on identifying best methods for tracking and analyzing key performance indicators on regular basis.
  • Work with the MEL Manager and the deputy director of program quality to lead the annual data reporting for CARE (PIIRs).
  • Lead and facilitate discussions with the program team to identify the Unique/duplication and-or direct/indirect beneficiaries definitions for CARE Turkey CO.

Team Management and Coordination:

  • Manage the data management staff, and support the development of job descriptions, management structures and performance management, of DM team.
  • Work with CARE Turkey’s Gender and Protection Advisor to ensure that CARE’s data standards is aligned with gender practices and standards.
  • Engage and coordinate with CARE Turkey’s KML, MEL and programs units to ensure gaps in data management systems is identified and addressed on a regular basis.
  • Work closely with the Partnership Manager and support MEL Manager to ensure partner capacity is assessed and developed according to the capacity development plan.
  • Work closely with PQ and Program staff to promote a collaborative and productive team environment between DM and other units.
  • Supervise, mentor and coach the data management coordinator and officers to become the strong lead of their technical units and produce high quality outputs.
  • In collaboration with the human resources department, identify training needs of staff.
  • Connect with data management focal points from MENA and HQ to ensure alignment with CARE International data standards and requirements.

Capacity Building and Development

  • Work on developing long term plans in order to improve the capacity of CARE staff and partners in areas related to data management and data analysis.
  • Continuously identify capacity gaps among CARE staff and partners and work with the DM team to strengthen their capacities accordingly through training and coaching.
  • Ensure all CARE partners and staff are trained on the use of agreed DM tools, and databases.
  • When needed, organize short training sessions for CARE staff on key common data topics Eg: (Microsoft office).

Other:

  • Represent CARE in external coordination when requested.
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

 

QUALIFICATIONS

Essential

  • Education to BSc/BA/BEng level in Social Sciences, Information Management, Statistics or related field.
  • 2 years minimum experience of training and capacity building.
  • Previous relevant experience such as data collection and analysis, software engineering, conducting surveys/assessments. 
  • Extensive experience in knowledge and database management
  • Strong skills in excel and other data management & visualization software (SQL databases/ C# / power-BI / QGIS , visual studio ).
  • Excellent communication, negotiations and influencing skills.
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Experience in working in Syria/Turkey
  • Solid team management and coordination skills.
  • Commitment to the aims and principles of CARE International.

Desirable

  • Previous experience working in humanitarian programs
  • Experience with institutional donor (i.e. OFDA, ECHO, DFID)

 

EDUCATION and/or EXPERIENCE

  • 3-5 years of relevant professional experience in a similar setting.

 

LANGUAGE SKILLS 

Fluency in written and oral English and Arabic. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
