Job Summary

CARE International in Turkey (CARE) is providing assistance to people affected by the Syria crisis both in Syria and in Turkey. CARE implements its programs through a combination of direct implementation and working through partners. The priority sectors for CARE are food security and livelihoods, WASH, Health and protection.

 

The conflict in Syria is now into its ninth year and communities affected by the crisis are in need of humanitarian assistance and well as support to develop their resilience to cope with the protracted nature of the conflict. CARE has therefore prioritized three strategic directions – this includes humanitarian assistance to communities affected by the conflict in Syria, resilience, and livelihoods support to IDPs and host communities in areas of less active conflict in Syria and support to Syrian refugees in Turkey focusing on their basic needs and resilience.

 

The Communications Advisor will play a key role in leading country office level communications and contribute to the coordination of Country Office advocacy efforts on key issues that impact on the lives of Syrians affected by the crisis both in Turkey and across the border in Northwest Syria. In addition, this position will play a key role in communicating the impact of CARE’s work and giving voice to the people we serve, with a special focus on women and girls. The   Communications Advisor will make a significant contribution towards raising the profile of CARE in Turkey and S/he will work closely with CARE’s Syria Regional Communications and Advocacy counterparts, to ensure consistent messaging and to feed into regional and global communications initiatives and advocacy.

Responsibilities and Tasks

Job Responsibility #1 Country Office Communications

  • Develop CARE Turkey communication strategy pertaining to the work and priorities linked to Syrian refugee-related programs, in line with country and regional communication priorities and goals.
  • Responsible for the implementation of the CO communication strategy in consultation with the Turkey Country Office Core Management Team (CMT) and the Sub Regional Syria Crisis Communications Manager.
  • Ensure the communication of CARE Turkey’s work on Refugees and Cross Border to local, regional and global audiences. Including contributing to program quarterly, and annual reporting and other ad hoc reporting as required.
  • Design and direct the reporting and messaging of both the CARE Turkey program’s successes and lessons learnt to ensure effective internal communications of the various projects and interventions i.e. Draft internal communications materials including internal newsletter, emails, presentations and other documents.
  • Systematically gather communications materials from the field and from program staff and partners that align with CARE Turkey’s strategic, external communication plans, including human interest stories, blogs, web updates, photos and videos that are tailored to different target audiences (internal, donors, public and/or media)
  • Develop and update Country Office factsheets, brochures and other information products incorporating information received from program teams
  • Ensure all staff are aware of and follow the Syria Response communications protocols and procedures
  • In consultation with the Turkey Country Office CMT and the Sub Regional Syria Crisis Communications Manager, coordinate the development of talking points on key refugee-related issues for engagement with internal and external audiences, including for the media
  • Develop publications, including reports and other communication pieces that are tailored to suit specific internal and external audiences, while soliciting technical support as needed (content, design and layout)
  • Contribute towards program design processes from a communications perspective and ensure adequate resourcing for communications material
  • Plan, lead and coordinate media visits to the CO

Job Responsibility #2 Stakeholder Communications

 

  • Roll out the CARE Turkey and/or the Regional Communications Strategies as appropriate
  • Participate in weekly Sub-regional communications calls with the Sub Regional Syria Crisis Communications Manager and other Partner communications focal points to discuss and update plans, depending on needs and evolving context in the Syria Crisis.
  • Identify and actively manage communication with the Programs’ key stakeholders. This will include continuous monitoring of donor interests and communication preferences.
  • Support the Program Teams to develop a donor communications plan and engagement strategy
  • Ensure the creative content and production quality of communication materials from Partners are consistent with CARE’s values, policies, corporate objectives, and corporate identity
  • Provide accurate, timely and strategic communications related capacity building, advice, and support to Partners in relation to CO initiatives, Programs, and services.
  • Develop a strategy to convey consistent quality messages across the full spectrum of Partner’s materials and channels that are linked to CARE’s work
  • Monitor the communication efforts of the Partners and ensure that it is aligned with CARE’s strategies; any messaging that deviates and or is in contradiction to the CO communications plan will need to be reported to the CMT and the Sub Regional Syria Crisis Communications Manager

Job Responsibility #3 Representation and Advocacy Support

 

 

    • Participate in communication forums and/or initiatives at a Country-level and communicate CARE’s experience and position to a wider audience
    • Represent CARE Turkey in meetings and workshops as relevant and appropriate in coordination with the CMT; like donor meetings, high-level visits, UN Meetings, the government of Turkey coordination meetings and cluster and other coordination meetings
    • Able to raise the awareness of CARE’s work with the Syrian Refugees in Turkey and across the border in the North West
    • Able to represent CARE of Turkey and communicate its views, values, and approaches to a range of actors, including governments, regional institutions, civil society organizations, and media as required.

Advocacy Support:

  • Support the coordination of Advocacy messaging/initiatives internally within the CO to complement and support external messaging
  • In consultation and coordination with the Syria Crisis Advocacy and Policy Coordinator (Sub-Regional), represent CARE at the NGO Forum Advocacy working group meetings, and report back on key issues and initiatives.
  • Advise Turkey CMT and program staff on key local advocacy issues, and coordinate with the Syria Crisis Advocacy and Policy Coordinator (Sub-regional) to ensure that Turkey CMT and program colleagues remain informed of, and – where appropriate – involved in regional and global level advocacy initiatives;

Job Responsibility #4 Regional Communications Strategy and Engagement

 

  • Participate in annual communications meetings to develop the Syria Crisis and parallel CARE Turkey communications strategies;
  • Actively contribute to CARE regional and global communications efforts (and the work of the Sub Regional Syria Crisis Communications Manager) through the provision of up to date information from key stakeholders and analysis about the situation affecting Syrian refugees in Turkey, as well as the evolving humanitarian and protection needs, and humanitarian response in the North West of Syria.
  • Manage inquiries on CARE’s work and role in Turkey from the media and external parties in consultation with the CD and the Sub Regional Syria Crisis Communications Manager as relevant.

Problem Solving

About 40% of the problem solving of this position would be level 1.  It is expected that 40% would be level 2, and 20% would be level 3 to include troubleshooting and training.

 

Qualifications (Know-How)

Education/Training

e.g. high school diploma; college degree (specify major/minor); specialty (CPA, Midwife, etc.).  Include the following phrase when possible: “or equivalent combination of education and work experience”

Required

  • Bachelor Degree in Mass Communications, Journalism, Media Studies, Public Relations, International Relations or other relevant field

 

Desired

  • Master’s Degree in a related field

 

Experience

Number of months/ years of previous professional experience in a similar position

Required

  • Five years of post-degree work experience, of which at least one year in a not-for-profit humanitarian organization.
  • At least three years prior experience in communications and some understanding of advocacy (including the ability to demonstrate technical experience and skills in communications)
  • Knowledge of the Syria emergency and related issues
  • Demonstrated ability to work in partnership with other organizations.
  • English  and Arabic speaking skills
