Job Summary

The objective of the Cash Working Group (CWG) Co-Lead is to support the scale-up, improved relevance and effectiveness of cash-based responses in northwest Syria. The Co-Lead will be part of representing Cash and Voucher Assistance among humanitarian stakeholders in the North West Syria humanitarian response, and to help articulate the vision for Cash and Voucher Assistance development and quality as an integral component of the humanitarian response in Syria.

The purpose of this position is to Co-lead the CWG and to support the CWG Coordinator specifically with partner coordination and the developments of operational standards. The successful candidate will work closely with key humanitarian partners across sectors to ensure that partners work collectively and actions are coordinated. The Co-Lead will also support the Coordinator with coordination with and support of clusters and Whole-of-Syria related coordination bodies.

The position is hosted by CARE and will formally report into CARE’s Cross-Border Program but will during day-to-day operations report to the CWG Coordinator. It is however critical that the Co-Lead can remain neutral, deal with all stakeholders equally and represent the cash community as a whole without bias. The CWG Co-Lead will together with the Coordinator work closely with the WoS Cash Coordinator based in Amman, Jordan, who is responsible for overseeing the overall cash coordination structure for Syria and promoting improved harmonization between the different operational hubs.

Responsibilities and Tasks

Job Responsibility #1 Strategy and Vision

 

  • Promote and give guidance on the centrality of Cash and Voucher Assistance (CVA) in the context of the humanitarian response, globally and in Syria. Together with the Coordinator, develop strategies in collaboration with WG members to ensure that CVA best practices are systematically implemented and updated in the humanitarian response interventions.
  • Contribute to countrywide strategy development and promoting the centrality of CVA

 

 

Job Responsibility #2 Site Technical Leadership and Capacity Building

 

  • Organize and co-lead CWG meetings for working group members implementing in NW Syria
  • Provide technical leadership and support on CVA strategy, planning, and implementation to humanitarian actors in the NW Syria hub
  • Facilitate technical discussion and exchange between CWG members, Clusters, and other members of the humanitarian community as appropriate
  • Closely support the development and implementation of minimum standards and context-specific best practice guidance across cash actors, in collaboration with multiple sectors and hubs
  • Arrange and/or facilitate capacity-building opportunities on CVA, such as internal exchange workshops and external trainings, for relevant humanitarian actors working in NW Syria, particularly Arabic-language opportunities.

 

Job Responsibility #3 Coordination and Representation

 
  • Support the CWG Coordinator to represent the interests of the NW Syria CWG and its members to key stakeholders in Turkey and elsewhere
  • Engage with new humanitarian partners for the cash-based response, respecting their existing mandates and program priorities.
  • Ensure that cash reporting and coordination are done regularly and correctly
  • Nurture relationships with key sectors, which implement various forms of CVA. Build and manage collaborative partnerships with CWG partners
  • Maintain regular communication with other INGOs, local NGOs, donors working on CVA interventions
  • Nurture key relationships with donors, especially those with a focus and an interest in market¬ driven programming
  • Promote integrated and collaborative work with the Shelter/NFI and Food Security Sectors at strategic and operational levels to ensure integrated and more synchronized approaches by further joining both sectors in terms of assessments, program implementation, and capacity building.
  • Support integrated reporting with other sectors, in particular, Shelter/NFI and Food Security sectors

Problem Solving

 

The postholder will be faced with level 3 problem-solving challenges as the role requires developing new approaches, capacity building to a wide range of stakeholders, etc.

Qualifications (Know-How)

Education/Training

Required

  • Bachelor’s degree in a relevant field (Social Science, Public Administration, Business Administration, Architecture, Civil Engineering, Construction Management, etc)

 

Desired

  • Master’s degree in Architecture, Civil Engineering, Social Sciences or other related fields or combination of relevant education and experience relevant to the job.
  • Cash and Voucher Assistance trainings. Please highlight in your application.

Experience

Required

  • 3-5 years of experience with implementing Cash and Voucher Assistance, preferably from the Syrian context.
  • Demonstrated understanding of and experience working with the Coordination Architecture in the Cluster Approach; experience in cluster coordination/leadership is an added strength
  • Demonstrated ability to work collaboratively and effectively with a culturally diverse team in a sensitive environment
  • Experience in identifying, developing, and managing local partnerships, preferably including with the private sector
  • Demonstrated flexibility and creativity in planning and problem solving
  • Experience in high-level donor and/or government liaison preferred.
  • Strong diplomatic and interpersonal skills

 

Technical Skills

 

Required

  • Excellent understanding of the Syria crisis and the context in Northern Syria.
  • Knowledge of the NGO operations and the dynamics of the humanitarian sector.
  • Experience engaging with official stakeholders and the ability to represent the organization.
  • Flexibility and ability to multi-task under pressure.
  • Ability to effectively represent the NW Syria CWG and its interests to key stakeholders
  • Strong organization, multi-tasking and time management skills.
  • Strong skills in interpersonal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment.
  • Strong skills in written communication, including effective report writing
  • Ability to build trusting relationships with national partners and external actors and continually demonstrate openness.
  • Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts.
  • Ability to communicate ideas in a culturally-sensitive manner and conducive to their practical application
  • Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team.
  • Ability to organize and plan effectively
  • Competence with MS Office applications, including Word, Excel, and Outlook.
  • Excellent oral and written English and Arabic
