CARE International in Türkiye (CARE) has been in Türkiye since October 2014 responding to the needs of Syrian refugees under several programmatic areas including women’s economic empowerment, livelihoods and food security, legal aid assistance, WASH and Shelter.
CARE places a programmatic focus on women and girls who are often disproportionally affected by poverty. CARE Türkiye puts women and girls at the center of our work as woman are viewed as catalysts of change within their communities – CARE believes changing a woman life will often change her community. In parallel, CARE integrates engaging men and boys programming who can also act as change agents, and together are able to address societal/gender norms which often underly protection issues.
CARE Türkiye, together with partners, is now providing humanitarian assistance as part of an Earthquake Response strategy to individuals who have been affected by the series of earthquakes that hit Türkiye in February 2023.
Job Summary
Under the supervision of the Case Management Officer, the Case Management (CM) Assistant will have the following duties and responsibilities.
Responsibilities and Tasks
Job Responsibility #1: Activity planning and implementation

Support the Case Management Officer to ensure that all CARE colleagues, project associates, and community focal points are aware of the criteria and processes for the identification and registration of case management clients eligible for assessment.

Receive online registrations and register urgent cases through the protection hotline and helpline.

Record registered cases in the case management application in a timely fashion.

Conduct assessments (rapid and detailed) for cases received internally and externally as per the schedule recommended by the CM Officer

With the support of the CM Officer, develop case intervention plans with clients which will improve the capacity and alleviate the vulnerability of the individual and improve their protective environment by accessing a service

Write case summaries which contain all the relevant details of the case, for presentation to the Case Committee for review and decision-making on appropriate and possible responses with the support of the CM Officer

Implement the intervention plans to address protection concerns of a case (responsive or preventative) with the client

Accompany the beneficiaries as needed and support them to access services when needed.

Work closely with Protection Services Officer and Legal Assistance Unit for appropriate actions for the cases as and when needed

Write case summaries that contain all the relevant details of the case, for presentation to the Case Committee for review and decision-making on an appropriate and possible response

Distribute procured items for approved cases, in accordance with approved standard operating procedures.

Ensure that all procurement and distribution documentation is completed to a high standard.

Record relevant Special Needs Fund support information in the case management application in a timely fashion.

Undertake appropriate follow-up of cases to ensure that needs are met, and satisfaction levels are appropriate.

Update information/documentation as necessary and ensure that progress is logged in the case management application.
Job Responsibility #2: Program Quality and Information Management

Ensure that protection activities are compliant with CARE accountability principles and general protection and case management principles.

Ensure that all case management information is thoroughly documented, with due consideration of confidentiality and data protection principles.

Maintained highly organized case management soft copy files and update the case management application on a regular basis.

Report internally to the Case Management Officer on weekly and monthly achievements.

Work with Monitoring colleagues to ensure that appropriate monitoring activities are undertaken to a high standard.

Provide feedback for improving the quality of assessments and activities.
Job Responsibility #3 Other Responsibilities as assigned
The CM Assistant will be expected to support the CM Officer as needed on programmatic issues related to the earthquake response but beyond the deliverables outlined above.
Qualifications (Know-How)
- Indicate the minimum required level of education, experience, and skills necessary to qualify for the position and fulfill the organization's expectations for job performance. Also include the education, experience, and skills desired for the position.
- Education/Training
- e.g. high school diploma; college degree (specify major/minor); specialty (CPA, Midwife, etc.). Include the following phrase when possible: “or equivalent combination of education and work experience”
- Required
- Minimum first-level university degree in a relevant and related field; preferably in Social Science, Political Science, International Relations, Sociology, or a related field from an accredited academic institution.
Experience
Required
- At least 2 years experience in social work, case management, or other relevant social service sectors.
- Experiences in case management, protection, support activities in emergencies or field-related activities
- Experience in community-based or social work
Desired
Prior experience in working on humanitarian aid and emergency response programs.
Technical Skills :
Required
- Strong planning, interpersonal and communication skills
- Ability to cope with stress and work under pressure.
- Strong report writing and documentation skills.
- Flexible, enthusiastic, and willing to learn from others.
- Fluent in spoken and written Turkish.
- Gender awareness and a commitment to gender equality.
- Good computer skills, especially in MS Outlook, MS Word, and MS Excel.
- Team player who can work collaboratively and with people of diverse backgrounds and cross-culturally.
Desired
Arabic language skills are highly desired.
Working knowledge of the Turkish legal framework and social welfare system
