Position:        BPRM Program Coordinator

Location:        Gaziantep, Turkey

Reports to:     Program Director

 

Background

Global Communities’ (GC) Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis, anchored in a field presence.  Specifically, OHA is commencing responding directly in Syria, intensifying GC’s assistance to Syrian IDP’s. This will be done through an approach to programming where projects will be focused on the sustainability rather than relief delivery.

Global Communites is a officially registered organization in Turkey and is currently building its humanitarian response professionals in Turkey.  GC intends to hire a full-time BPRM Program Coordinator to implement activities, while based in Gaziantep through humanitarian assistance programming.

 

The BPRM Program Coordinator is responsible for the following:

  • Serve as the main contact person for program partners in coordination with the technical managers and under supervision of the Program Director
  • Liaise with Government of Turkey officials and other program stakeholders based on program progress and in coordination with the implementing partners.
  • Responsible for leading Government of Turkey engagement for required protocols.
  • Make punctual interventions in the field to support the achievement of program objectives and work in the field as required.
  • Ensure program activities and deliverables are implemented in compliance with Global Communities and program policies and standards and that HQ-based technical expertise is leveraged for program success.
  • Ensures program activities in line with PRM award and implementation plan
  • Ensure program adherence to donor requirements, regulations and policies.
  • Monitor program workflow and progress and track activities against the set workplan.
  • Monitor document control system linked to the Program Implementation Management System.
  • Create systems, standard operating procedures and forms as needed.
  • Ensure partner program and reporting deliverables are high quality and provide feedback as needed.
  • Ensures solid internal coordination through holding regular coordination and planning meetings with relevant departments, e.g. Grants, Program, Finance etc.
  • Monitor outcomes and actions taken as a result of weekly partner meetings and monitoring visits.
  • Liaise closely with other humanitarian actors implementing projects in Turkey, including active participation in sectoral working groups and other coordination fora relevant for this program and through bilateral meetings to ensure information sharing in country
  • Write field reports on implementation progress and obstacles and submitting them to the Program Director.
  • Conduct frequent field visits to check progress in the field, and to maintain a rapport with beneficiaries, implementing partners and local authorities.
  • Ensure all procurement activities are planned up front and followed and all procurement activities realised according to procurement plan and donor rules and regulations in coordination with the implementing partners.
  • Prepare and submit required reporting input to the Reporting Coordinator per the BPRM reporting schedule.
  • Review program budget, indicators, and planned vs actual program activities in the monthly grant review meetings.
  • Carry out any other related duties as might be reasonably requested by his/her supervisor.

 

Education and Training

  • A university degree or a combination of education and experience related to this position.

 

Experience

  • At least four years’ experience working on humanitarian program and administrative tasks.
  • At least four years’ NGO experience implementing programs in Turkey.
  • Minimum of two years experience with shelter and livelihoods and vocational training programmes.
  • Experience in implementing multi-year programs.
  • Strong comprehension of program and M&E systems is required.
  • Experience managing document control systems is required.
  • Experience and understanding of how to monitor and/or measure partner/team performance is required.
  • Past work with international donor funded programs, BPRM preferred.
  • A proven track record in providing proposed activities both in the sector and specified location.

 

Technical Skills

  • High analytical and reporting skills.
  • Strong time management experience and skills.
  • Excellent command of Microsoft Office programs.
  • Ability to create dynamic tools with MS Office software.

 

Other Qualifications

  • Problem solving skills.
  • Ability to work in a high stress work environment.
  • Excellent report writing skills in English.

 

Language Skills

  • Good command of spoken and written English and Turkish is required.
  • Arabic would be an advantage.
