Position Title: Agri-engineering Officer

Duty Location: Hatay Office with frequent visits/travels to project areas/villages of Hatay.

Contract Duration : 12 months with possible extension

Reporting to:  Project Manager

ABOUT PEOPLE IN NEED - PIN

PIN is a non-profit, non-governmental organization that was established in 1992 in Czech Republic. Within the 30 years of existence, People in Need has implemented relief and development aid programs in more than 40 countries. PIN has been working in Northwest Syria since 2012, providing emergency relief and early recovery support to conflict-affected communities. Programs focus mainly on Emergency Food Assistance, WASH, and Education, in addition to Early Recovery and Livelihoods activities PIN’s contribution to the Syria humanitarian response is amongst the largest across Northwest Syria and cross-border response hubs in neighboring countries.

A recent disaster in southwest Turkey hit hard the agriculture sector among others and caused discomfort in lives of agriculture producers, especially small-scale farmers who lack the means and capacity to recover what has been lost in the earthquake. As part of the response to the earthquake, PIN’s Livelihood support program aims at supporting earthquake effected small-scale farmers in rural areas of Hatay to recover their production through provision of cash for agricultural inputs and mechanization, revitalization of farming infrastructure, provision of agriculture cash grants and backstopping advisory and mentoring.

General Description of Vacancy

The main responsibility of the Agri-engineering Officer based in Hatay with frequent travels to project locations in Hatay and to PIN’s regional office in Gaziantep is to coordinate identification, implementation and monitoring of the farming infrastructure interventions carried out as part of PIN’s earthquake response aiming to contribute to early recovery of rural livelihoods in Hatay province, primarily targeting small-scale farmers and farming HHs. He/she will be accountable for technical aspects of project implementation with the main focus on reconstruction of farming infrastructure, such as re/construction of greenhouses, shelters for animals, cold and other storages facilities, irrigation systems, and similar. This position supports logistics teams in terms of negotiations, preparations and management of contracts with service providers (may include preparing tender documentation and evaluating capacity and quality of contractors.

Functional and hierarchical reporting lines

This position reports to the Project Manager and closely cooperates with all project team members. He/she is frequently communicating with targeted community, service and goods providers, PIN logistics department and daily interacting with Project Officer. He/she supports also other project team members and other relevant support departments according to need (mainly MEAL and logistics).

Principal responsibilities and tasks:

Program Implementation

  • Conduct and support needs assessments and technical analysis like site analysis, feasible and environment studies
  • Preparations of tailored construction designs to fit specific farmers’ needs and ensure that the designs are in alignment with PIN quality standards, national construction codes and include all safety and earthquake resistant measures
  • Develop technical drawings and BOQs for specific construction works (stables, storage facilities, greenhouses, irrigation systems and similar)
  • In coordination with supply chain and other relevant project teams, responsible for preparing, reviewing and administering contracts and infrastructure related components of the project
  • Develop and review of technical design documents of the project and recommend relevant modifications, also ensure that the project plans, drawings are well understood by the implementing contractors provide guidelines and give feedback as appropriate
  • Ensure that all construction related procurement plan are carefully developed and submitted to procurement department and procurement requests are submitted in time
  • Checking the contractors work schedule, crew formation and material delivery program and commenting on its effectiveness regarding timely competition of the work without any logjams
  • To notify any omissions, fault or deviation to the contractor to take timely measures
  • Checking the quality of materials and workmanship for conformity with the requirements of the contract and provide site instructions as required
  • Approving the contractor’s work to proceed from one stage to another
  • Taking responsibilities for the construction work and administration of the contract
  • Conducts construction site handing over, make regular supervision to all construction project sites and evaluate the progress
  • Carry on recording, documentation and reporting of attainments and encounters on a daily and monthly basis as needed. Prepare progress reports as needed
  • Carry out the community engagement in the targeted communities to ensure better contribution to the maintenance of reconstructed infrastructure
  • Ensure that project documentation for activities of responsibility is collected as per project specification and in alignment with PIN and donor guidelines 
  • Liaise with other I/NGOs and administrative bodies to ensure coordination
  • Support mainstreaming accountability to affected population and the GESI strategy in every phase of the implementation
  • Communication and coordination with local authorities on implementation of activities
  • Provide inputs and cooperate with MEAL team to ensure that assessments and impact monitoring include the relevant technical aspects
  • Participates on relevant meetings and coordination platforms, actively monitors relevant contextual developments, and existing technical resources (regional, global)

Other

  • Other tasks assigned by the employee’s LM corresponding to the needs of the program
  • Substitute relevant colleagues (fully or partially) during their absence when assigned by employee’s LM
  • Understand and adhere to the PIN’s National Staff Handbook, PIN Code of Conduct and Key Policies and relevant guidelines.

 

REQUIRMENTS AND SKILLS

  • Familiarity with the humanitarian context affecting Turkish population;
  • Applicants should be (Turkish Citizens).
  • Ability to work independently, and produce quality work consistently
  • Excellent IT skills - Microsoft Office applications, especially Excel (Outlook, Word, Excel), AutoCad or alternative, and familiar and comfortable working with data platforms and applications
  • Confident, self-driven and a team player
  • Planning and organizing
  • Client-oriented
  • Strong communication, organization and interpersonal skills with the ability to easily establish and maintain key relationships with beneficiaries, stakeholders and relevant units
  • Cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.

 

QUALIFICATIONS

  • University Degree in Civil Engineering/Agriculture engineering or other relevant field(s) and/or at least 1 year of practical experience in Shelter/WASH/Agriculture infrastructure sector in humanitarian sector
  • two years experience in NGO setting (desirable)
  • Fluency in Turkish language (mandatory) and English language (min. B2)
