ROLE PURPOSE: 

Save the Children is seeking job applicants for an Accountability and Child Participation Coordinator position to be based in Istanbul or Gaziantep with frequent travels to the SCI Türkiye Operational areas. The Accountability and Child Participation Coordinator will report to the Head of MEAL and will work closely with SCI staff in the implementation sites. The Accountability and Child Participation Coordinator serves as the technical lead for improvement and management of accountability structures and systems. S/he will be responsible for ensuring that the mechanisms for accountability to children within the country program are fully practical and effective, and accountability is integrated into all stages of implementation, so that children and communities we serve are at the centre of our work and child-friendly, gender-sensitive, inclusive, accessible, and appropriate accountability systems are supporting child participation. The Accountability and Child Participation Coordinator is part of the PDQ and MEAL department and will also work closely with the Child Safeguarding, and programme operations teams to support accountability to children and communities.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. Full scope of the position’s responsibilities is elaborated below.

 

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

The Accountability and Child Participation Coordinator will be responsible for the following:

 

Accountability Systems:

  • Improve, further develop and lead the implementation of the Country Office Accountability to Children and Communities Framework
  • Develop indicators and quality benchmark to monitor accountability performance across programmes
  • Coordinating database design, data collection, analysis and reporting of accountability and child participation related data to ensure evidence-based decision making to improve accountability systems
  • Provide, disseminate and communicate regular accountability reports
  • Provide extensive capacity building for Country Office staff and partner staff on accountability and child participation
  • Ensure accountability plans are developed and well-coordinated
  • Ensure information about Save the Children (SC) and its partners (where relevant) as well as key programme outcomes and activities are shared with children and the wider community in appropriate, timely and accessible ways.
  • Coordinate, consolidate and document lessons learned and best practices on accountability and child participation, and share with relevant stakeholders.
  • Contribute to Programme Key Performance Indicator (PKPI) quarterly reporting at national level.

 

Feedback and Response Mechanism:

  • Improvement and management of Feedback and Response Mechanism
  • Provide technical support to partners on developing and improving their accountability and FRM systems
  • Ensure feedback are correctly and timely lodged into the FRM database and handled in line with the agreed Feedback Handling Standard Operating Procedure
  • Ensure verification of feedback in the database and their timely resolution
  • Develop indicators and quality benchmark to monitor the performance of FRM channels, and support MEAL Coordinators and Accountability focal points conduct surveys to collect data on information and satisfaction about FRM channels
  • Provide, disseminate and communicate regular accountability reports

 

Child Participation:

  • Develop information sharing plans, tools and activities to ensure that information about Save the Children and its partners are effectively shared with children and the wider community in appropriate, timely and accessible ways. This could involve designing child friendly contents and tools, as well as communication messages and materials.
  • Work with programme managers in his/her operational area to ensure that all other departments and units to strengthen child and community participation processes across the programme cycle. This could involve planning, implementing, and monitoring information sharing and participation activities, facilitating and supporting child-friendly discussions, adult focus group discussions, community meetings, child or community committees and other approaches.
  • Ensure the development and roll-out of accessible and inclusive feedback and reporting channels, to enable Save the Children to receive feedback from children and adults. The channels will vary depending on context, but may include focus group discussions, surveys, helpdesks, hotlines, face-to-face feedback, social media, and other channels.

QUALIFICATIONS AND EXPERIENCE AND SKILLS

  • BSc/BA in social sciences, international development or other relevant field.
  • Experience of working through systems of community participation and child participation
  • Previous experience working in humanitarian programmes
  • Experience in data collection, analysis, reporting, and information/database management for accountability
  • Experience in qualitative data collection through focus group discussions and key informant interviews via child friendly methodologies
  • Working knowledge of evaluation methodologies (i.e. process, outcome, impact)
  • Advanced MS Office skills
  • Fluency in written and spoken Turkish and English
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
  • Master’s degree in a relevant field is highly desirable.
  • A strong understanding of emergency humanitarian response context is highly desirable.
  • At least 2 years of professional experience in developing accountability mechanisms is highly desirable.
  • Experience working and building the capacity of partners on technical issues is highly desirable.
  • Working knowledge of databases and data analysis tools such as PowerBI or similar software is highly desirable.
  • Fluency in written and spoken Arabic and Kurdish is highly desirable.
  • Demonstrated ability in community mobilisation and community-level dialogue, or experience in representing his/her organization is highly desirable.

 

Position holder will be based in Istanbul, therefore legal right to work in Türkiye is necessary at the time of application. Applications will be evaluated in a rolling basis.
