PREAMBLE

The international obligations of Turkey and its national legislative framework on asylum have shaped the form of the current collaboration with UNHCR. During the last 57 years, UNHCR and Turkey have been working together in close partnership. Turkey has provided the asylum space for persons seeking refuge and UNHCR has assisted Turkey to determine who is in need of international protection and to enable access to rights by these persons. As the main partner of the Turkish State in the field of international protection, UNHCR Turkey continues to provide legislative and technical support as well as institutional capacity building support to the Directorate General of Migration Management (DGMM) and other national institutions.

As regard Syrian nationals who are hosted in Turkey under a Temporary Protection (TP) framework for Syrian nationals, refugees and stateless, UNHCR’s work is to support the authorities through the provision of technical assistance and strong public advocacy for enhanced responsibility sharing.

UNHCR in Turkey processes cases in close consultation with DGMM for the purposes of resettlement, intervenes to strengthen the protection environment and access to social support mechanisms, and endeavors to find durable solutions for the most vulnerable amongst those who are recognized as refugees provided they meet the criteria of the resettlement countries.

UNHCR in Turkey operates through a country office in Ankara, with a sub-office in Gaziantep covering three field units in Gaziantep, Sanliurfa and Hatay, and field offices in Istanbul and Van.

ORGANIZATIONAL CONTEXT

The Associate Field Officer is supervised by the Field Officer, in coordination with the Senior Field Coordinator based in Sub-Office Gaziantep. S/he may receive indirect guidance from other sections and units relevant to the country/regional programme(s). UNHCR Manual, programme and protection objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the incumbent.

The incumbent may supervise some support staff. S/he has daily contacts with staff in the various field offices and with the functional units at the Sub-Office and Country Office. S/he also has close liaison with a range of local civilian and military authorities and counterparts in NGOs and UN agencies to discuss matters of common interest.

FUNCTIONAL STATEMENT

Accountabilities

  • UNHCR’s policies, standards and procedures are constantly and coherently applied in the area of responsibility (AoR).
  • The needs of persons of concern in the AoR are assessed and analysed in a participating manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning.
  • Protection incidents and gaps in assistance are immediately identified and addressed.

Responsibilities

  • Identify vulnerable groups or individuals who may need special attention or special arrangements and make recommendations on the needs of different groups ofrefugees.
  • Assess protection and assistance needs of refugees and asylum-seekers in the region and monitor implementation of refugee assistance programmes.
  • In co-ordination with implementing partners, handle the reception, registration and provision of assistance to persons of concern to UNHCR.
  • Provide inputs for project submissions and periodic narrative and financial reports for the annual programme.
  • Develop and maintain relations with local authorities ensuring smooth negotiations in all aspects of UNHCR's mandate for the benefit of refugees.
  • Monitor the security situation in the area and intervene as appropriate with the local authorities.
  • Undertake other relevant duties as required. 

Authorities

  • Submit recommendation for protection interventions to the designated officer.
  • Negotiate with local authority counterparts, partners and populations of concern.
  • Approve expenditures within the DOAP.

ESSENTIAL MINIMUM QUALIFICATIONS, PROFESSIONAL EXPERIENCE AND REQUIRED COMPETENCIES

  • Undergraduate degree (equivalent of a BA/BS) in Law, Political Sciences or related fields.
  • Minimum 3 years of previous relevant work experience (2 years with graduate degree (equivalent of a Master's).
  • Field experience.
  • Excellent knowledge of English and working knowledge of another UN language.

***For National Officer positions, very good knowledge of local language and local institutions is essential.

DESIRABLE QUALIFICATIONS AND COMPETENCIES

  • UNHCR Protection Learning Programme.
  • UNHCR Operations Management Learning Programme.

Candidates must be primarily Turkish nationals.

A competitive compensation and benefits package is offered. The monthly net salary is between TRY 11,850 and TRY 15,138 depending on relevant experience, dependency status and language proficiency.
